Funding Description

The State Budget authorizes the California Department of Education to allocate excess General Fund resources to Special Education Local Plan Areas (SELPAs) to support services for infants and toddlers with solely low incidence (SLI) disabilities. These funds assist programs serving children who are deaf, blind, or orthopedically impaired and help cover excess costs associated with providing early intervention services under Part C of the Individuals with Disabilities Education Act (IDEA).

Eligibility

Eligible Applicants	Local educational agencies
Required Eligibility Criteria	Grant funds are available to SELPAs that demonstrate the required and supplemental costs of implementing IDEA Part C services for infants and toddlers with solely low incidence disabilities exceed the funding provided through their federal Part C allocation. To qualify, a SELPA must demonstrate that it serves more infants and toddlers than were funded under its federal Part C grant.
Other Eligibility Considerations	A SELPA must serve more infants and toddlers with solely low incidence disabilities than were served during fiscal year 1992-93. Funds may only be allocated after all IDEA Part C funds received from the California Department of Developmental Services (DDS) have been fully expended.
