The selected county office must show experience curating standards-aligned educational resources, capacity to assess needs of diverse local educational agencies, a track record building educator communities of practice across subjects and regions, and demonstrated experience managing digital platforms or tech-based educational initiatives. Chosen via competitive application process open to all county offices. |

| Legal Authority |
