Early Literacy Support Block Grant: Expert Lead in Literacy

The California Department of Education (CDE) and the California Collaborative for Educational Excellence invite county offices of education (COEs) to apply for a grant to serve as the Expert Lead in Literacy to assist local educational agencies (LEAs) eligible for funding authorized by the Early Literacy Support Block (ELSB) Grant established pursuant to Senate Bill (SB) 98, Sections 113 and 114 Statutes of 2020. This grant will be for $3 million and is available for expenditures over three years (through fiscal year 2022-23).

Required as a condition of receiving funds. Applicants do not need to sign and return them with the application; they must be downloaded and kept on file for compliance reviews, complaint investigations, or audits. Applicants that participate in the Consolidated Application - ConApp - should have a copy on file and do not need another copy. Program-specific assurances are not included here and should be listed separately on the RFA.
