Apportionment for the
Temporary Emergency Impact Aid for Displaced Students
Elementary and Secondary Education Hurricane Relief
Fiscal Year 2019–20

This apportionment, in the amount of $4,499,071, is made from federal funds provided to the state under the 2019 Temporary Emergency Impact Aid for Displaced Students (EIA) Program, authorized by the Additional Supplemental Appropriations for Disaster Relief Act of 2019, Public Law 116-20 (June 6, 2019).

The EIA program provides funding to local educational agencies (LEAs), including charter schools and non-public schools, that provided instructional opportunities for displaced students who enrolled in their schools as a result of a covered disaster or emergency during the 2018–19 school year. Funds are allocated based on an applicable rate per displaced student. The available EIA funding was insufficient to provide full funding to all LEAs, therefore, the amounts paid in this apportionment reflect a proportionately reduced amount. Each LEA will receive 100 percent of the proportionately reduced allocation.

Funding is provided to eligible LEAs that submitted an application to the California Department of Education (CDE) on or before October 25, 2019, to include displaced students who were enrolled in public schools, including charter schools and non-public schools. If parents submitted applications on behalf of displaced students who attended eligible non-public schools, funding is paid to the local school district. The school district is required to make payments on behalf of those students to the accounts of non-public schools within 14 days of receiving funds. EIA funding received shall only be used for expenses incurred during the 2018–19 school year.

The United States Department of Education (ED) grant award number for this funding is S938C200002. The Catalog of Federal Domestic Assistance subprogram number is 84.938C (Elementary and Secondary Education Hurricane Relief – Hurricane Education Recovery). The funding is appropriated in Item 6100-102-0890 of the Budget Act of 2019 (Chapter 23, Statutes of 2019), as amended by Section 28.00. The California sub-allocation (pass-through) number is Program Cost Account (PCA) 15432.

This grant is subject to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards set out in Title 2 of the Code of Federal Regulations (CFR) Part 200, and the Education Department General Administrative Regulations in 34 CFR parts 76, 77, 79, and 81: and 2 CFR Part 3485. Under the provisions of the grant award, funds must be obligated by May 31, 2020, and liquidated within 90 days following the obligation deadline.

County superintendents were notified of this apportionment by email sent to their CDEfisc email addresses.
