Dear County Superintendents of Schools:

First Apportionment for Special Education
Mental Health Services, Fiscal Year 2018–19

This apportionment, in the amount of $187,125,000, is made from Section A of the State School Fund with funds provided in Provision 14 of Item 6100-161-0001 of the 2018 Budget Act (Senate Bill 840, Chapter 29, Statutes of 2018). The purpose of these funds is to provide education-related mental health services, including out-of-home residential services for emotionally disturbed pupils, required by an individualized education program pursuant to the federal Individuals with Disabilities Education Act and as described in California Education Code (EC) Section 56363.

This initial apportionment equals 50 percent of the total $374,250,000 budget appropriation, and is distributed to special education local plan areas (SELPA) based on a rate per unit of average daily attendance (ADA) multiplied by the ADA reported for the 2017–18 Second Principal (P-2) Apportionment. The rates per ADA for this apportionment are $0.2304269918 for the Los Angeles Court Schools SELPA and $31.3888372635 for all other SELPAs. Information pertaining to this apportionment, including the schedule of apportionment, is available on the California Department of Education web page at https://www.cde.ca.gov/fg/aa/se/sep1appnform04.asp.

A second apportionment of 25 percent of the appropriated funds, also based on the 2017–18 P-2 ADA, will be made in spring 2019. The remaining 25 percent will be paid in summer 2019, and will be calculated so that the total distribution to each SELPA is based on the ADA reported for 2018–19 P-2, pursuant to EC Section 56836.07.

Warrants will be mailed to each county treasurer approximately three to four weeks from the date of this letter. For standardized account code structure (SACS) coding, use Resource Code 6512, Special Education, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform their school districts immediately of this apportionment.
