Adult Education Accountability and Assessment Request for Proposals (RFP) Question and Answer Document

All references to Request for Proposals (RFP) in this document are to the Adult Education Accountability and Assessment (AEAA) Request for Proposals that was released on July 13, 2022. The answers have been organized by sections of the RFP, as submitted by the potential bidders, without reference to the individual or company asking the question.

Section 1 – Purpose and Background

  1. Please explain the process in place to review awarded assessments for continued federal National Reporting System (NRS) approval during the contracted period?

    Answer: Please refer to RFP, Section 1, Purpose and Background, “The U.S. Department of Education, Office of Career, Technical, and Adult Education (OCTAE) developed the NRS and State Data Quality Standards. The Adult Education and Family Literacy Act (AEFLA) requires testing of all students in classes funded by the grant and requires states to report and evaluate annually the effectiveness of the program based on measures prescribed by the NRS. Section 2 – General Proposal Information

  1. The RFP states that the total amount available for the two-year term is $9 million. What is the amount available for the optional 3rd year of the contract?

    Answer: Refer to Addendum 3.

Section 7 – Scope of Project

  1. NRS-approved assessments differ in the content areas that are offered and approved. Please state which content areas are required versus preferred for under this Request for Adult Basic Education/Adult Secondary Education (Reading, Math, Language, Writing) and English Language Acquisition (ELA) (Reading, Writing, Listening, Speaking)?

    Answer: The content areas that are required are listed in RFP, Section 7, Scope of Project, Task 4 Student Assessments.

  2. What is the total number of local sites entering data into the new system?

    Answer: Please refer to RFP, Section 7, Scope of Project, Task 4 Student Assessments, for the number of local sites relevant to the project and in the system, “The Technical Proposal must include a detailed process for how the successful bidder will supply student assessments. Specifically, California has approximately 250 AEFLA-funded local agencies serving approximately 500,000 students”.
    Also, see RFP, Section 7, Scope of Project, Task 6 Data, Accountability, and Assessment for California Adult Education Program (CAEP) (State Funded Option). “The CAEP comprises of 71 Adult Education Regional Consortia and each consortium consists of a community college district and local school districts. There are close to 400 local providers needing data and accountability services, consisting of adult schools, community colleges, Community Based Organizations (CBOs), and public libraries.”

  3. Please provide additional data on the number of students served annually.

    Answer: No, see RFP, Section 7, Scope of Project, Task 4 and Task 6, they both, refer to the capacity required of a successful bidder.

  4. If a new bidder is selected, does Task 6 replace the current/incumbent data collection and reporting system?

    Answer: No, this is a component of the project, see RFP, Section 7, Scope of Project, Task 6 Data Accountability, and Assessment for CAEP (State Funded Option).
