Literacy Lead Agencies will build expertise in the priorities identified in the State Literacy Plan and implement the strategies as a multi-year small-scale pilot with local districts. These strategies must align with state guidance and policies, be evidence-based, and support the literacy needs of economically disadvantaged and high-needs students.
