LEA Criteria for Differentiated Assistance

LEA eligibility criteria for 2025 differentiated assistance.

For districts and county offices of education (COEs) to be eligible for differentiated assistance, the same student group must meet the criteria in two different State Priority Areas.

For 2025 differentiated assistance determinations, districts and COEs will become eligible based on:

  • Student group performance in two or more Local Control Funding formula (LCFF) state priority areas, or
  • Performance on local indicators in two or more priority areas, or
  • A combination of student group performance in one state priority area and local indicator performance in one different priority area; or
  • Failing to submit CALPADS data on time per Education Code (EC) Section 52071 (a)(2) (only applicable to districts and COEs).

The eligibility criteria for charter schools are the same as those for districts and COE's, except that charter schools must meet them for two consecutive years. Results from the 2025 and 2024 Dashboards are used in differentiated assistance determinations for charter schools.

Please note: Beginning with the 2025 Dashboard, the Priority Area 4 differentiated assistance criteria for the Long-Term English learner (LTEL) student group only have been updated. This updated critera applies to districts, COEs and charter schools.

The updated Priority Area 4 differentiated assistance cristera for the LTEL student group are as follows:

  • Red or Orange on the English Learner Progress Indicator (ELPI)

The academic indicator, ELA and Math indicators, will not be used for differentiated assistance determinations for the LTEL student group.

Basic (Priority 1)

  • Not Met for Two or More Years on Local Performance Indicator

School Climate (Priority 6)

  • Red on the Suspension Rate Indicator
  • Not Met for Two or More Years on Local Performance Indicator

Implementation of State Academic Standards (Priority 2)

  • Not Met for Two or More Years on Local Performance Indicator

Access to a Broad Course of Study (Priority 7)

  • Not Met for Two or More Years on Local Performance Indicator

Parent Engagement (Priority 3)

  • Not Met for Two or More Years on Local Performance Indicator

Outcomes in a Broad Course of Study (Priority 8)

  • Red on the College/Career Indicator

Pupil Achievement (Priority 4)

For all student groups except the LTEL student group:

  • Red on both the Academic - English Language Arts/Literacy (ELA) and Academic - Mathematics Indicators; or
  • Red on the ELA or Math Indicator and Orange on the other indicator, or
  • Red on the ELPI (for the EL student group only)

For the LTEL Student Group only:

  • Red or Orange on the ELPI

Coordination of Services for Expelled Pupils – COEs Only (Priority 9)

  • Not Met for Two or More Years on Local Performance Indicator

Pupil Engagement (Priority 5)

  • Red on the Graduation Rate Indicator; or
  • Red on the Chronic Absenteeism Indicator

Coordination of Services for Foster Youth – COEs Only (Priority 10)

  • Not Met for Two or More Years on Local Performance Indicator
