Dear Select County Superintendents of Schools:

First Apportionment for the COVID-19 Supplemental Funding
for Regional Occupational Centers and Programs
Fiscal Year 2021–22

This apportionment, in the amount of $86,416,000, is made from the General Fund pursuant to Section 139 of Assembly Bill 130 (Chapter 44, Statutes of 2021) in support of COVID-19 Supplemental Funding for Regional Occupational Centers and Programs (ROCPs). The amounts paid in this apportionment reflect 100 percent of each eligible entity’s allocation.

In order to be eligible for funding, career technical education ROCPs operated by a joint powers authority (JPA) were required to report, by September 1, 2021, enrollment data for each pupil served during the 2019-20 school year in grades 9 to 12, inclusive, along with requested verification documents. Funding for eligible entities is based on this enrollment data multiplied by a per pupil rate of $1,023.68

Funding provided pursuant to Section 139 may be used for any purposes consistent with providing in-person instruction for any pupil participating in in-person instruction. Uses include, but are not limited to, COVID-19 testing, cleaning and disinfection, personal protective equipment, ventilation and other schoolsite upgrades necessary for health and safety, salaries for certificated or classified employees providing in-person instruction or services, devices and connectivity, social and mental health support services provided in conjunction with in-person instruction, and costs associated with increases in the amount of instructional time provided to pupils.

A warrant will be mailed approximately two weeks from the date of this letter. For standardized account code structure coding, use Resource Code 7431, COVID Mitigation for ROCPs, and Revenue Object Code 8590, All Other State Revenue.

County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses. The California Department of Education (CDE) requested that the email be forwarded to the career technical education ROCPs operated by JPAs in the county and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/covidrocp.asp.
