Dear Napa County Superintendent of Schools:

Third Apportionment for the
Project School Emergency Response to Violence Program
Fiscal Year 2018–19

This apportionment, in the amount of $11,589, is made from federal funds provided to the state under the 2018 Project School Emergency Response to Violence (Project SERV) Program authorized by the Bipartisan Budget Act of 2018, Public Law 115-123 (February 9, 2018). The Project SERV Program provides funding for short-term and long-term education-related services for local educational agencies (LEAs) to help them recover from a violent or traumatic event in which the learning environment has been disrupted.

The amount included in this apportionment reflect reimbursements to Napa Valley Unified School District, who applied for the Project SERV program and submitted allowable expenditure reimbursement requests to the California Department of Education (CDE). A warrant will be mailed approximately three weeks from the date of this Notice.

The United States Department of Education grant award number for this funding is S938G180001. The Catalog of Federal Domestic Assistance subprogram number is 84.938G (Elementary and Secondary Education Hurricane Relief – Project SERV). The funding is appropriated in Item 6100-101-0890 of the Budget Act of 2018 (Chapter 29, Statutes of 2018). The one-time funding appropriated in this item is to reimburse applicant LEAs for eligible expenses incurred to quickly reopen schools after the October and December 2017 wildfires in northern California. The California sub-allocation (pass-through) number is Program Cost Account (PCA) 15378.

This grant is subject to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards set out in Title 2 of the Code of Federal Regulations (CFR) Part 200, and the Education Department General Administrative Regulations in 34 CFR parts 75, 76, 77, 79, 81, 82, 84, 86, 97, 98, and 99; 2 CFR Part 3485; 2 CFR Part 175, and Executive Order 13513. Under the provisions of the grant award, funds must be obligated within the period of March 14, 2018, through March 14, 2020, and liquidated within 90 days following the obligation deadline.
