2022 Instructional Quality Commission Orientation

The Commission conducted an orientation that provided an opportunity for new and returning commissioners to learn and reflect upon the Commission’s policies, procedures, and goals and to focus on some training areas which time does not permit during the year.

  1. Full Instructional Quality Commission

    1. Call to Order
      The 2021 IQC Chair, Commissioner Rustin, called the meeting to order at approximately 9 a.m. Chair Rustin welcomed the new State Board of Education (SBE)-appointed commissioners to the IQC: Neil MacGaffey, Nikole Reina-Guerra, and Marcy Winawer. He also welcomed the new Speaker of the Assembly-appointed member: Charice Guerra.

    2. Salute to the Flag
      Commissioner Garcia led the salute to the flag.

    3. Overview of Agenda
      2021 Chair Rustin gave an overview of the agenda.

    4. 2022 Election of Chair, Vice Chair, and Three Executive Committee Members
      2021 Chair Rustin turned the gavel over to Executive Director Mike Torres to conduct the elections. There were three elections to conduct. Executive Director Torres opened the nominations for Commission Chair. Commissioner Williamson nominated Commissioner Rustin. Commissioner Jarvis nominated Commissioner Costa-Hernández. There were no other nominations. The Commissioners voted by roll call vote. Commissioner Costa-Hernández was elected 2022 Chair of the IQC. Assemblymember Ramos was absent from the meeting. Senator Allen was absent for the vote.

      Executive Director Torres opened nominations for Vice Chair. Commissioner Andre nominated Commissioner Jarvis. Commissioner Jarvis nominated Commissioner Rustin. There were no other nominations. The Commissioners voted by a roll call vote. Commissioner Rustin was elected 2022 Vice Chair of the IQC. Assemblymember Ramos was absent from the meeting. Senator Allen was absent for the vote.

      Executive Director Torres opened the nominations for three members to the Executive Committee. Commissioner Young nominated Commissioner Gotanda. Commissioner Popovich nominated Commissioner Jarvis. Commissioner Costa-Hernández nominated Commissioner Garcia. Commissioner Jarvis nominated Commissioner Astorga-Almanza. There were no other nominations. By a roll call vote, Commissioners Gotanda, Jarvis, and Garcia were elected 2022 Executive Committee Members of the IQC. Executive Director Torres turned the gavel over to 2022 Commission Chair Costa-Hernández. Assemblymember Ramos was absent from the meeting. Senator Allen was absent for the vote.

    5. Approval of Minutes for the November 17, 2021, Commission Meeting (Action)
      ACTION: Commissioner Astorga-Almanza moved to approve the November 17, 2021, Commission meeting minutes. Commissioner Gotanda seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (16–0). Assemblymember Ramos was absent from the meeting. Senator Allen was absent for the vote.

    6. Report of the Chair
      Commission Chair Costa-Hernández gave a report.

    7. Executive Director’s Report
      Executive Director Mike Torres gave a report.

    8. 2022 IQC Goals (Action)
      The Commission discussed the proposed 2022 goals as follows:
      1. Ensure every member of the Instructional Quality Commission (IQC) understands and adheres to the Bagley-Keene Open Meeting Act.
      2. Provide support for the 2022 revision of the Mathematics Framework, the 2024 revision of the Physical Education Framework, and the 2024 revision of the English Language Arts/English Language Development Framework.
      3. Provide support for the 2024 Mathematics Instructional Materials Adoption.
      4. Provide support for the launch events, rollout plans, and professional learning activities associated with curriculum frameworks, model curricula, and instructional materials as appropriate.
      5. Ensure that the IQC’s priorities reflect the advisory needs of the State Board of Education.
      6. Engage and participate in a continuous improvement protocol as the IQC works through relevant curriculum and instruction issues.
      7. Align and integrate guidance that reflects California’s Multi-Tiered System of Support.

        ACTION: Commissioner Jarvis moved to approve the proposed 2022 IQC goals. Commissioner Williamson seconded the motion. There was no discussion. The motion was approved by a unanimous roll call vote of the members present (16–0). Assemblymember Ramos was absent from the meeting. Senator Allen was absent for the vote.

  2. Executive Committee
    Commission Chair Costa-Hernández called the Executive Committee to order.

    1. Appointment of Subject Matter Committee Chairs (Action)
      Commission Chair Costa-Hernández appointed the Subject Matter Committee (SMC) Chairs as noted below.

    2. Assignment of Members to SMCs (Action)
      Commission Chair Costa-Hernández and the Executive Committee made the following appointments and assignments: (NOTE: The Commission Chair serves as an ex-officio member of all the Commission’s SMCs and Ad Hoc Committee.)

  3. Ad Hoc Committee on California System of Support
    Committee Chair Popovich called the Ad Hoc Committee on California System of Support meeting to order.

    1. Election of Vice Chair (Action)
      Committee Chair Popovich called for nominations for vice chair of the committee. Commissioner Guerra nominated Commissioner Phanthai. With no further nominations, Commissioner Phanthai was elected vice chair of the Ad Hoc Committee on California System of Support by acclamation. There was no public comment.

  4. Arts Subject Matter Committee
    SMC Chair Astorga-Almanza called the Arts SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Astorga-Almanza called for nominations for vice chair of the committee. Commissioner Phanthai nominated Senator Allen. With no further nominations, Senator Allen was elected vice chair of the Arts SMC by acclamation. There was no public comment.

  5. Education Technology Committee
    Committee Chair Young called the Education Technology Committee meeting to order.

    1. Election of Vice Chair (Action)
      Committee Chair Young called for nominations for vice chair of the committee. Commissioner Winawer nominated Commissioner Rustin. With no further nominations, Commissioner Rustin was elected vice chair of the Education Technology Committee by acclamation. There was no public comment.

  6. English Language Arts/English Language Development Subject Matter Committee
    SMC Chair Andre called the ELA/ELD SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Andre called for nominations for vice chair of the committee. Commissioner Popovich was nominated by Commissioner Phanthai. Commissioner Jarvis was nominated by Commissioner Popovich. With no further nominations, Commissioner Jarvis was elected vice chair of the ELA/ELD SMC by a roll call vote. There was no public comment.

  7. Health Subject Matter Committee
    SMC Chair Friedman called the Health SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Friedman called for nominations for vice chair of the committee. Commissioner Andre nominated Commissioner Rustin. With no further nominations, Commissioner Rustin was elected vice chair of the Health SMC by acclamation. There was no public comment.

  8. History–Social Science (HSS) Subject Matter Committee
    SMC Chair Gotanda called the HSS SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Gotanda called for nominations for vice chair of the committee. Commissioner Young nominated herself. With no further nominations, Commissioner Young was elected vice chair of the HSS SMC by acclamation. There was no public comment.

  9. Mathematics Subject Matter Committee
    SMC Chair Williamson called the Mathematics SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Williamson called for nominations for vice chair of the committee. Commissioner Winawer nominated Commissioner Guerra. Commissioner Guerra nominated Commissioner Rustin. With no further nominations, Commissioner Rustin was elected vice chair of the Mathematics SMC by a roll call vote. There was no public comment.

  10. Physical Education Subject Matter Committee
    SMC Chair Phanthai called the Physical Education SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Phanthai called for nominations for vice chair of the committee. Commissioner Williamson nominated Commissioner Astorga-Almanza. With no further nominations, Commissioner Almanza was elected vice chair of the Physical Education SMC by acclamation. There was no public comment.

  11. Science Subject Matter Committee
    SMC Chair Popovich called the Science SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Popovich called for nominations for vice chair of the committee. Commissioner Winawer nominated Commissioner MacGaffey. With no further nominations, Commissioner MacGaffey was elected vice chair of the Science SMC by acclamation. There was no public comment.

  12. World Languages Subject Matter Committee
    SMC Chair Jarvis called the World Languages SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Jarvis called for nominations for vice chair of the committee. Commissioner Friedman nominated Senator Allen. With no further nominations, Senator Allen was elected vice chair of the World Languages SMC by acclamation. There was no public comment.

  13. Full Commission Reconvenes
    1. Approve Revised 2022–2023 IQC Meeting Dates
      There were no speakers to give public comment.

      ACTION: Commissioner Gotanda moved to approve the revised 2022–2023 IQC meeting dates. Commissioner Williamson seconded the motion. There was no further discussion. The motion was approved by a unanimous roll call vote of the Commissioners present (17–0). Assemblymember Ramos was absent from the meeting.

    2. Adjournment
      Commission Chair Costa-Hernández adjourned the meeting at approximately 11:24 a.m.
