2023 Instructional Quality Commission Orientation

The Commission conducted an orientation that provided an opportunity for new and returning commissioners to learn and reflect upon the Commission’s policies, procedures, and goals and to focus on some training areas which time does not permit during the year.

  1. Full Instructional Quality Commission

    1. Call to Order
      2022 Executive Committee member, Commissioner Jarvis, called the meeting to order at approximately 9 a.m. Commissioner Jarvis welcomed the new State Board of Education-appointed commissioners to the IQC: Jennifer Hicks, Janet Lanning, Alicia Raygoza, Kou Vang, and Erica Zepeda.

    2. Salute to the Flag
      Commissioner Chakradeo led the salute to the flag.

    3. Overview of Agenda
      Commissioner Jarvis gave an overview of the agenda.

    4. 2023 Election of Chair, Vice Chair, and Three Executive Committee Members
      Commissioner Jarvis turned the gavel over to Executive Director Mike Torres to conduct the elections. There were three elections to conduct. Executive Director Torres opened the nominations for Commission Chair. Commissioner Andre nominated Commissioner Jarvis. There were no other nominations. Commissioner Jarvis was elected 2023 Chair of the IQC by acclamation. Assemblymember Ramos, Senator Allen, and Commissioner Astorga-Almanza were absent from the meeting.

      Executive Director Torres opened nominations for Vice Chair. Commissioner Young nominated Commissioner Gotanda. Commissioner Jarvis nominated Commissioner Andre. There were no other nominations. The Commissioners voted by a show of hands. Commissioner Gotanda was elected 2023 Vice Chair of the IQC. Assemblymember Ramos, Senator Allen, and Commissioner Astorga-Almanza were absent from the meeting.

      Executive Director Torres opened the nominations for three members to the Executive Committee. Commissioner Gotanda nominated Commissioner Young. Commissioner Young nominated Commissioner Andre. Commissioner Andre nominated student Commissioner Chakradeo. Commissioner Jarvis nominated Commissioner Guerra. There were no other nominations. The Commissioners voted by a show of hands. Commissioners Andre, Guerra, and Young were elected 2023 Executive Committee Members of the IQC. Executive Director Torres turned the gavel over to 2023 Commission Chair Jarvis. Assemblymember Ramos, Senator Allen, and Commissioner Astorga-Almanza were absent from the meeting.

    5. Approval of Minutes for the November 16, 2022, Commission Meeting (Action)
      ACTION: Commissioner Guerra moved to approve the November 16, 2022, Commission meeting minutes. Commissioner Winawer seconded the motion. There was no discussion or public comment. The motion was approved by a majority vote of the members present (13–0). Commissioners Gotanda and Hicks abstained. Assemblymember Ramos, Senator Allen, and Commissioner Astorga-Almanza were absent from the meeting.

    6. Report of the Chair
      Commission Chair Jarvis gave a report.

    7. Deputy Superintendent’s Report
      Deputy Superintendent Cheryl Cotton gave a report.

    8. Executive Director’s Report
      Executive Director Mike Torres gave a report.

    9. Report of the State Board of Education
      Board members Glover Woods and Lewis gave a report.

    10. 2023 IQC Goals (Action)
      The Commission discussed the proposed 2023 goals as follows:

      1. Ensure every member of the Instructional Quality Commission (IQC) understands and adheres to the Bagley-Keene Open Meeting Act.
      2. Provide support for the revision of the Mathematics Framework and any curriculum and instruction content upon the request of the State Board of Education.
      3. Provide support for the upcoming Mathematics Instructional Materials Adoption.
      4. Provide support for the launch events, rollout plans, and professional learning activities associated with curriculum frameworks, model curricula, and instructional materials as appropriate.
      5. Ensure that the IQC’s priorities reflect the advisory needs of the State Board of Education.
      6. Engage and participate in a continuous improvement protocol as the IQC works through relevant curriculum and instruction issues.

        Action: Commissioner Winawer moved to approve the proposed 2023 IQC goals. Commissioner Friedman seconded the motion. There was no discussion. The motion was approved by a unanimous vote of the members present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Astorga-Almanza were absent from the meeting.

    11. Review Amended Bylaws of the Commission
      The Commission discussed and recommended updates to the Bylaws of the Commission. There was no public comment.

  2. Executive Committee
    Commission Chair Jarvis called the Executive Committee to order.

    1. Appointment of Subject Matter Committee Chairs (Action)
      Commissioner Jarvis appointed the Subject Matter Committee (SMC) Chairs as noted below.

    2. Assignment of Members to SMCs (Action)
      Commission Chair Jarvis and the Executive Committee made the following appointments and assignments: (NOTE: The Commission Chair serves as an ex-officio member of all the Commission’s SMCs and Ad Hoc Committee.)

    Committee Chair Chakradeo called the Ad Hoc Committee on State Board of Education Initiatives meeting to order.

    1. Election of Vice Chair (Action)
      Committee Chair Chakradeo called for nominations for vice chair of the committee. Commissioner Young nominated Commissioner Hicks. With no further nominations, Commissioner Hicks was elected vice chair of the Ad Hoc Committee on State Board of Education Initiatives by acclamation. There was no public comment.

  4. Arts Subject Matter Committee
    Commission Chair Jarvis called the Arts SMC meeting to order.

    1. Election of Vice Chair (Action)
      Commission Chair Jarvis called for nominations for vice chair of the committee. Commissioner Andre nominated Commissioner Guerra. With no further nominations, Commissioner Guerra was elected vice chair of the Arts SMC by acclamation. There was no public comment.

  5. Education Technology Committee
    Committee Chair Winawer called the Education Technology Committee meeting to order.

    1. Election of Vice Chair (Action)
      Committee Chair Winawer called for nominations for vice chair of the committee. Commissioner Guerra nominated Commissioner Young. With no further nominations, Commissioner Young was elected vice chair of the Education Technology Committee by acclamation. There was no public comment.

  6. English Language Arts/English Language Development Subject Matter Committee
    SMC Chair Guerra called the ELA/ELD SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Guerra called for nominations for vice chair of the committee. Commissioner MacGaffey nominated Commissioner Zepeda. With no further nominations, Commissioner Zepeda was elected vice chair of the ELA/ELD SMC by acclamation. There was no public comment.

  7. Health Subject Matter Committee
    SMC Chair Friedman called the Health SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Friedman called for nominations for vice chair of the committee. Commissioner Chakradeo nominated Commissioner Hicks. With no further nominations, Commissioner Hicks was elected vice chair of the Health SMC by acclamation. There was no public comment.

  8. History–Social Science (HSS) Subject Matter Committee
    SMC Chair Young called the HSS SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Young called for nominations for vice chair of the committee. Commissioner Young nominated Commissioner Reina-Guerra. With no further nominations, Commissioner Reina-Guerra was elected vice chair of the HSS SMC by acclamation. There was no public comment.

  9. Mathematics Subject Matter Committee
    SMC Chair Gotanda called the Mathematics SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Gotanda called for nominations for vice chair of the committee. Commissioner Reina-Guerra nominated Commissioner MacGaffey. With no further nominations, Commissioner MacGaffey was elected vice chair of the Mathematics SMC by acclamation. There was no public comment.

  10. Physical Education Subject Matter Committee
    SMC Chair Andre called the Physical Education SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Andre called for nominations for vice chair of the committee. SMC Chair Andre nominated Commissioner Vang. With no further nominations, Commissioner Vang was elected vice chair of the Physical Education SMC by acclamation. There was no public comment.

  11. Science Subject Matter Committee
    SMC Chair MacGaffey called the Science SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair MacGaffey called for nominations for vice chair of the committee. Commissioner Raygoza nominated Commissioner Winawer. With no further nominations, Commissioner Winawer was elected vice chair of the Science SMC by acclamation. There was no public comment.

  12. World Languages Subject Matter Committee
    SMC Chair Reina-Guerra called the World Languages SMC meeting to order.

    1. Election of Vice Chair (Action)
      SMC Chair Reina-Guerra called for nominations for vice chair of the committee. Commissioner Vang nominated Commissioner Raygoza. With no further nominations, Commissioner Raygoza was elected vice chair of the World Languages SMC by acclamation. There was no public comment.

  13. Full Commission Reconvenes

      Commission Chair Jarvis adjourned the meeting at approximately 10:53 a.m.
