1. Full Instructional Quality Commission
   1. Call to Order
      Commission Chair Jarvis called the meeting to order at approximately 10 a.m.
      
      
   2. Salute to the Flag
      Student Commissioner Chakradeo led the salute to the flag.
      
      
   3. Overview of Agenda
      Commission Chair Jarvis gave an overview of the agenda.
      
      
   4. Approval of Minutes for the January 25–26, 2023, Commission Meeting (Action)
      
      ACTION: Commissioner Hicks moved to approve the January 25–26, 2023, Commission meeting minutes. Commissioner Chakradeo seconded the motion. There was no discussion or public comment. The motion was approved by a roll call vote of the members present (13–0). Commissioners Gotanda and Friedman were absent from the meeting, as well as Assemblymember Ramos and Senator Allen. Commissioner Astorga-Almanza abstained.
      
      
   5. Report of the Chair
      Commission Chair Jarvis gave a report.
      
      
   6. Report of the Deputy Superintendent
      Deputy Superintendent Cheryl Cotton was not present to give a report.
      
      
   7. Report of the Executive Director’s
      Executive Director Mike Torres gave a report.
      
      
   8. Report of the State Board of Education
      State Board of Education (SBE) liaisons Glover Woods and Lewis reported on the activities of the SBE.
      
      
   9. Approve Amended Bylaws of the Commission (Action)
      There were no speakers to give public comment. Commission Chair Jarvis noted a grammatical correction.
      
      ACTION: Commissioner Andre moved to approve the amended bylaws of the Commission. Commissioner Guerra seconded the motion. There was no further discussion. The motion was approved by a roll call vote of the members present (14–0). Commissioners Gotanda and Friedman were absent from the meeting, as well as Assemblymember Ramos and Senator Allen.
      
      
   10. Instructional Materials Piloting Guidelines (Information)
       The Commission received a presentation from staff on the Instructional Materials Piloting Guidelines. The Commission had a discussion on the presentation. There was no public comment.
       
       
   11. Expression Options Diploma Project Presentation – Senate Bill 154 (Discussion)
       The Commission received a presentation on the Expression Options Diploma. There was no public comment.
       
       
   12. Individual Commissioner Report
       There were no Commissioner reports.
       
       
   13. Commissioner Acknowledgments (Discussion)
       Commissioner Lanning recognized Commissioner Emeritus Danae Popovich’s life and contributions to the Commission. This was also the last meeting for Commissioner Chakradeo with her term on the Commission ending. Commissioners acknowledged her work while on the Commission. Commissioner Chakradeo also shared some parting words and reflected on her time on the Commission. There was no public comment.
       
       
   14. Adjournment
       Commission Chair Jarvis adjourned the meeting at approximately noon.
