2014 Mathematics Primary Adoption
Evaluation Criteria Map Publisher Instructions
  1. Completing the Evaluation Criteria Map is required for publishers participating in the 2014 Mathematics Primary Adoption. Either using the California Department of Education (CDE) website or the CDE-provided compact disc, open the Evaluation Criteria Map file.

  2. Fill in the header for the document with publisher name, program title, and grade level(s).

  3. Column one has been completed with the criteria language. Please note that in Category 1, this column contains only the bolded overarching statement for some criteria. However, each of the criteria in Category 1 must be met in full for the program to be eligible for adoption. In Categories 2 through 6, the program must demonstrate strengths in each of those categories to be eligible for adoption. The complete criteria are posted on the CDE Mathematics Instructional Materials web page.

  4. Columns two and three (Publisher Citations) are reserved for publishers to use to identify primary and supporting citations for each criteria statement. These citations are not intended to be exhaustive, but should provide information to help the Content Review Experts (CREs) and the Instructional Materials Reviewers (IMRs) determine whether each criteria statement has been met. Citations should cover a range of grade level(s) in each program. Publishers are not expected to have a separate criteria map for each grade level. Accurate and succinct responses are appreciated. Boxes in columns two and three that are shaded should be left blank by the publisher (e.g., for Category 1, Criterion 12, just complete the boxes marked a-d).

  5. Leave columns four and five blank, as they are provided for CRE/IMR evaluation of whether the program meets or does not meet each criterion. The last column is provided for CRE/IMR comments, citations, and questions.

  6. The completed Evaluation Criteria Map must be submitted at the same time as the completed standards maps and the instructional materials samples. For the 2014 Mathematics Primary Adoption, the deadline for receipt of these items is July 5, 2013. Please submit a hard copy printout of the Evaluation Criteria Map for each program submitted, along with a compact disc or flash drive that contains the electronic file(s), to each identified reviewer, display site, and the CDE.

Evaluation Criteria Map Reviewer Instructions
  1. The Evaluation Criteria Map is intended to serve as a tool to help each reviewer organize his or her own personal comments and notes. Refer to the publisher citations for guidance in your review.

  2. Reviewers may wish to print out a copy of the Evaluation Criteria Map for each grade level, or for a range of grade levels. Publishers have been asked to provide reviewers with one hard copy and a digital copy to accompany their instructional materials samples and standards maps.

  3. Column one has been completed with the criteria language for each of the two sections. In Category 1, this column contains only the bolded overarching statement for some criteria.

These citations are not intended to be exhaustive, but should provide information to help the Content Review Experts (CREs) and the Instructional Materials Reviewers (IMRs) determine that the criteria have been met. Citations should cover a range of grade level(s) in the program. Publishers are not expected to have a separate criteria map for each grade level. Publishers were instructed to leave boxes that are shaded in columns two and three blank (e.g., Category 1, Criterion 12, publishers were asked to only place citations in the boxes marked a-d).

  5. Complete either column four (Y=Yes) or column five (N=No) based on whether, in your judgment, the publisher has met the criteria.

  6. Column six should be used to note citations, comments, questions, or minor edits or corrections. Detailed and succinct notations will help during panel discussion and deliberations. There will be an opportunity for the panels to direct questions to the publishers at the CRE/IMR deliberations.

  7. Bring completed Evaluation Criteria Maps and completed Standards Maps to deliberations.
