Public Comment Guidelines

Public comment may be made on Zoom, in person, by phone, or by email. Please include the following:

  • Commenter’s first and last name
  • Organization affiliation
  • General public comment or agenda item title

Zoom

Public Comment may be provided by raising your hand or entering your comment in the Zoom meeting chat. The general public comment time will follow the presentation and discussion of each agenda item.

Public comment will be limited to one minute per individual. The Zoom host will announce to the participant when their time is up.

Public Comment may be provided by dialing the phone number within the Zoom invitation, entering the participant’s access code, and following the operator’s prompts.

Members of the public wishing to dial in for public comment should make sure that the volume of the live webcast is muted to avoid echoing or other feedback sounds during the call. Once unmuted by the meeting facilitator, the caller will hear a voice announcement informing them that they are unmuted. The meeting facilitator will inform the caller that their time to provide public comment has started.

In-Person

Public comment may also be provided in person at the meeting. This is a virtual meeting; however, in-person attendance is an option in Conference Room 1801 on the first floor in the California Department of Education (CDE) building. Individuals who wish to comment on a specific agenda item or provide general public comment must sign up on the public comment roster prior to public comment. Public comment will be limited to one minute for each agenda item unless otherwise specified.

Phone

Public comment may also be provided by dialing the phone number and participant access code that will be provided on June 18, 2026, and then following the operator's prompts. Upon dialing in, callers will be added to a caller queue. Public Comment will be limited to one minute for each agenda item unless otherwise specified. The number and access code will be provided at the start of public comment for each item.

Email

Written comment may be submitted via email in advance of the meeting for consideration. To help ensure that workgroup members have time to review written comment, comments should be submitted by 5 p.m. on Wednesday, June 17, 2026.

Brief General Description

For each agenda item there is a brief description.

  • Welcome, Roll Call at 3:00 p.m.
    Welcome the Workgroup members back to this session, and roll will be taken.

  • Overview and Approval of Agenda (Action)

  • Adopt Minutes from June 1, 2026 meeting (Action)
  • Vote on CDE Staff Role
    Can make grammatical and non-substantive edits to the final legislative report without requiring a committee motion and vote on the changes.

  • Small Group Breakouts:
    Members will breakout in groups for Classified Employee grouping over two sessions. Small groups are responsible for making edits to each section they are assigned on the Legislative Report draft(DOCX). Here are guiding questions:
    • Identify a person to take notes and share back.
    • Please add any final edits and recommendations.

  • Whole Group Discussion
    Members will share their discussion from their smallg roup while others can review the final version of each section.
  • Vote on Legislative Report
    The group will hold a discussion and vote on each Classified Employee Grouping section within the legislative report to move forward to the legislature.

  • Public Comment at 4:45 p.m.
    Per protocol, the meeting will have time for public comment starting with the participants on Zoom, continuing with in-person and for any emailed public comments.

  • Closing and adjournment
    Recap what was discussed in the meeting and thank the Workgroup members for coming.

Notice is hereby given that the order of consideration of matters on this agenda may be changed without prior notice.

Reasonable Limitations

The presiding liaison of the Classified Staffing Ratio Workgroup reserves the right to impose reasonable time limits on public testimony to ensure that the agenda is completed.

Special Presentations

Consistent with the requirements of the Bagley-Keene Open Meeting Act, notice is hereby given that special presentations not mentioned on the agenda may be made at this meeting; however, any such presentation will be for information only.
