Federal Fiscal Guidance

Guidance for local educational agencies and community based organizations to assist in audits, monitoring, and compliance of federal programs.

The California Department of Education (CDE) is providing guidance to local educational agencies (LEAs) on the various fiscal requirements that impact federal and state education programs. LEAs are responsible for creating and maintaining programs which meet fiscal and programmatic requirements.

The CDE Federal Grants Fiscal Guidance contains information on developing policies and procedures, and federal and state program and administrative requirements. Specifically, topics include: Allowability, Time and Effort, Procurement, Cash Management, Inventory and Property Management, and Supplement Not Supplant. In addition, answers to frequently asked fiscal and programmatic questions are incorporated in this document.

Title I, Part A Authorized Use of Funds
Title I, Part A federal funds help to meet the educational needs of students in California.

Title II, Part A
Title II, Part A is a U.S. Department of Education (ED) grant program that provides supplemental funding to help support effective instruction. ED awards Title II, Part A funds to state educational agencies, which then sub-grant funds to LEAs.

Information for the field of authorized items for expenditure purposes.

Title IV, Part A federal funds help to meet the educational needs of students in California.
