Learning Recovery Emergency Block Grant
Funding Description
Provides funding to county offices of education, school districts, and charter schools to be used for learning recovery initiatives through the 2027-28 school year that, at a minimum, support academic learning recovery, and staff and pupil social and emotional well-being.Eligibility

Required Eligibility Criteria | Local Educational Agencies (LEAs) that receive funds pursuant to California Education Code (EC) Section 32526(b) may expend funds to establish learning recovery initiatives through the 2027-28 school year that, at a minimum, support academic learning recovery and staff and pupil social and emotional well-being. All funds received shall only be expended for purposes specified in EC 32526(c). |
Other Eligibility Considerations | LEAs receiving funds pursuant to EC 32526(b), must report interim expenditures of those apportioned funds to the department by December 15, 2024, and annually thereafter, and a final report on expenditures no later than December 15, 2029. LEAs that do not submit the final expenditure report will forfeit all funds apportioned pursuant to this section. |

Allocation Formula | Funds are allocated on a per unit basis, pursuant to EC 32526, based on an LEA's 2021-22 fiscal year second period reported kindergarten and grades 1 to 12, inclusive, average daily attendance multiplied by its 2021-22 unduplicated pupil percentage calculated pursuant to Section 2574 or 42238.02, as applicable. Funds were fully paid to LEAs in the 2022-23 fiscal year. A recalculation of allocation amounts was made in 2023-24 based on a reduction of funding in the 2023-24 State Budget; overpaid funds will be recovered via offset to the Principal Apportionment or by invoice. |
