Funding Description

This program's purpose is to expand access universally to preschool programs for three- and four-year-old children across the state through a mixed-delivery system. The program funds local planning councils (LPCs), resource and referral (R&R) agencies, and First 5 county commissions to support the mixed delivery system of Universal PreKindergarten (UPK). The grant focus is to support the relationship building between the local education agencies (LEAs), county office of education (COE), the LPC, and the R&R.

Required Eligibility Criteria Previous grantees from Round 1 or Round 2, previous consortium members individually or in a new consortium, and First 5 county commissions from a county that previously received funding. Only one entity per county may be awarded funds. Priority goes to LPCs, followed by R&Rs, with First 5 county commissions getting final priority within any given county.
Other Eligibility Considerations Applicants must submit a Request for Data (RFD) to be eligible for funding.

Allocation Formula Funding will be allocated to county's based on the following allocation formula: Base Funding- a base grant for each county based on the number of three- and four-year-old children in a county; Supplemental Funding: a supplemental grant will be provided to grantees based on the following: 1) The number of three- and four-year-old children in the county who are currently eligible for, but not enrolled in, subsidized preschool programs as part of the mixed-delivery system for universal preschools; and 2) The number of three- and four-year-old children with exceptional needs in the county.
