Funding Description

Provides funding to county offices of education, school districts, charter schools, and state special schools for discretionary purposes, including, but not limited to, professional development for teachers on the English Language Arts and English Language Development Framework, Literacy Roadmap, and Mathematics Framework; teacher recruitment and retention efforts; and career pathways and dual enrollment.

Required Eligibility Criteria Local educational agencies (LEAs) receiving an allocation must report final expenditures to the department by September 30, 2029, and the department will collect any unexpended funds no later than January 31, 2030. Charter schools that cease to operate before June 30, 2029, must report final expenditures to the department within 60 days of the effective date of closure and the department will collect any unexpended funds allocated.

Allocation Formula Funds are allocated on a per unit basis based on an LEA's average daily attendance (ADA) for transitional kindergarten, kindergarten, and grades 1 to 12, inclusive, as of fiscal year 2024-25 Second Principial (P-2) Apportionment. The ADA for each state special school will be deemed to be 97 percent of the enrollment as reported in the California Longitudinal Pupil Achievement Data System as of the 2024-25 Fall 1 Submission. Pursuant to subdivision (b)(2) of Section 81 of AB 121 (Ch. 8, 2025), select LEAs are allocated funding based on the difference between the LEA's ADA reported as of 2024-25 First Principal (P-1) Apportionment and P-2 Apportionment.
