Dear County Superintendents of Schools:

Second Apportionment for the Special Education
Early Intervention Preschool Grant
Fiscal Year 2019–20

This apportionment, in the amount of $246,354,884, is made from funds provided by Schedule 2.5 of Item 6100-161-0001 of the Budget Act of 2019 (Chapter 23, Statutes of 2019) and pursuant to with California Education Code (EC) sections 56836.39 and 56836.40, added by Section 55 of Senate Bill 75 (Chapter 51, Statutes of 2019) as amended by Assembly Bill 114 (Chapter 413, Statutes of 2019), in support of the Special Education Early Intervention Preschool Grant.

The amount paid in this apportionment reflects the remaining balance of each school district’s final entitlement for the Special Education Early Intervention Preschool Grant. Funds are allocated to each school district at a rate of $9,010.46 per each preschool child with exceptional needs residing in that school district, as certified in the December 2018 California Special Education Management Information System (CASEMIS) data collection. For purposes of this grant, a preschool child with exceptional needs means a child between the ages of three and five years, inclusive, that has been identified as an individual with exceptional needs as defined in EC Section 56026, and is receiving individualized education program services, except those enrolled in kindergarten or a transitional kindergarten program. It is the intent of the Legislature that funds allocated pursuant to this grant are unrestricted in nature.

County superintendents of schools were notified of this apportionment by email sent to their CDEfisc email addresses. The California Department of Education (CDE) requested that the email be forwarded to all school districts in the county, and included the links to this letter and the apportionment schedule which are posted under “Special Education Early Intervention Preschool Grant” on CDE’s Categorical Programs web page at https://www.cde.ca.gov/fg/aa/ca/. The program web page also includes a link to the schedule of Special Education Early Intervention Preschool Grant 2019–20 entitlements that provides the certified 2018 December CASEMIS data used for funding.

Warrants will be mailed to each county treasurer. For standardized account code structure coding, use Resource Code 0000, Special Education Early Intervention Preschool Grant, and Revenue Object Code 8590, All Other State Revenue.
