2022–23 Grant Application Guidelines for the Migrant Education Program

The California Department of Education (CDE), Migrant Education Office, is pleased to announce the Migrant Education Program (MEP) grant application for fiscal year 2022–23.

The purpose of the application is to obtain a comprehensive description of proposed supplementary MEP services. The following general guidelines are provided to inform and guide the development and completion of the migrant grant application for 2022–23.

General Guidelines

  1. For the 2022–23 fiscal year, the funding period will be from July 1, 2022 through June 30, 2023. Summer Services for July and August 2022 will be budgeted in the 2022–23 application.

  2. Grant funds will not be awarded until an application is substantially approvable (Code of Federal Regulations § 76.708 External link opens in new window or tab.). Subgrantees that delay submission of grant applications will not receive reimbursement for salaries and activities that occur during the period in which an application is outstanding in the new fiscal year.

  3. The MEP administrative percentage for 2022–23 may not exceed the approved administrative percentage.

  4. The MEP grant application must include at least one Summer Leadership Institute program that takes place on the campus of an institution of higher education.

  5. Subgrantees are required to meet the program requirements of the State Service Delivery Plan (SSDP).

  6. A Regional Parent Conference is required this year. A direct funding district may join/collaborate with a region for this event.

  7. The MEP grant application must include a Speech and Debate program and regional tournament. Each region must host their own tournament.

  8. Each subgrantee must have a summer program that meets the requirements established by Education Code 54444.3. If you cannot meet this requirement, you must request an exemption by completing the summer waiver form for each operating agency with a district service agreement that does not meet the requirement. This form can be found on the Los Angeles County Office of Education Resource web site.

  9. The MEP is primarily governed by fiscal policies in Title 2, Code of Federal Regulations (2 CFR 200 External link opens in new window or tab.), the Fiscal Handbook and the SSDP. All applicants must abide by the policies, laws and guidance. Regions are responsible for ensuring participating districts comply with the law, policies, and guidance.

  10. All MEP staff providing direct instruction to prekindergarten migratory students much be certified according to local certification requirements for prekindergarten teachers.

  11. Any subgrantee receiving additional funds for Family Biliteracy programs for preschool age children, must include a description of that program in the School Readiness section of the application.

  12. Funds allocated for early learning/school readiness must be utilized for that purpose. Any funds authorized for this purpose and not utilized will be returned to the CDE at the end of the year.

2022–23 Migrant Education Program Request for Application Timeline

Below, please find important dates for the MEP grant application for fiscal year 2022–23.

The following applications are available:

  • Region Application
  • Direct Funded District (DFD) Application
  • District Service Agreement (DSA) - required for districts with more than 200 migratory students
  • Memorandum of Understanding (MOU) - districts with less than 200 migratory students

CDE takes action on applications. The MEP Online Grant Application System will generate an approval status notification email. Approval letter will be sent electronically.
June 15–July 1, 2022
CDE receives final grant award allocations from United States Department of Education. July 1, 2022
CDE sends award notifications
August 1–30, 2022
