Adult Education Accountability and Assessment Request for Proposals Question and Answer Document
All references to Request for Proposals (RFP) in this document are to the Adult Education Accountability and Assessment (AEAA) Request for Proposals that was released on April 30, 2025. The answers have been organized by sections of the RFP, as submitted by the potential bidders, without reference to the individual or company asking the question.
General Questions

Question: Where do we advertise our services to collaborate on this project?
Answer: Subcontractors or prime contractors may look for or post ads on the main Cal eProcure RFP advertisement. - Question: Is the intent to bid information public?
Answer: See RFP Section 3.7 “Upon proposal opening, all documents submitted in response to this RFP will become the property of the State of California and will be regarded as public records under the California Public Records Act (Government Code section 7920.000 et seq.) and subject to review by the public. The State cannot prevent the disclosure of public documents. However, the contents of all proposals, draft proposals, correspondence, agenda, memoranda, working papers, or any other medium which discloses any aspect of the bidder’s proposal, shall be held in the strictest of confidence until the “Notice of Intent to Award” is posted. We recommend that bidders register the copyright for any proprietary material submitted."
And, see RFP Section 6.C. “All proposals and related documents submitted in response to this RFP shall become the property of the State of California. Pursuant to the Public Contract Code and all other applicable laws, all proposals and related documents will be made available in their entirety for public inspection and reproduction. Submission of a proposal constitutes acceptance of the terms.”
- Where are addendums posted?
Answer: See RFP Section 3.6 E “The CDE may modify the RFP by issuance of an addendum to all parties who received a proposal package. All addenda will be posted on the Cal eProcure website, https://caleprocure.ca.gov/pages/Events-BS3/event-search.aspx, as well as the CDE's Funding website, http://www.cde.ca.gov/fg/fo/af. The CDE also reserves the right to cancel the RFP in its entirety at its discretion. The CDE is not required to award a contract."
Section 2 – General Proposal Information
- Question: Section 2.2 Minimum Qualifications for Bidders, 1. Student Assessments: “The bidder must have NRS-approved assessments and extensive experience with NRS assessment tools and support materials for adult learners in Adult Basic Education (ABE), Adult Secondary Education (ASE), English Language and Civics (ELCE), and English Language Aquisition (ELA) programs.” What specific certification or documentation is needed to show our qualifications for this eligibility criterion?

- Question: Section 2.2 Minimum Qualifications for Bidders, 2. Data System and Management of Information Systems: “The bidder must have a history of collecting clean, complete, and accurate data... and must have published a manual, at the state level, providing the framework and guidelines for data collection.” What specific certificate or documentation is needed to demonstrate this eligibility criterion?

- Question: Section 2.2 Minimum Qualifications for Bidders, 3. Reports and Technical Support: “The bidder must have a demonstrated history of producing and publishing timely statistical data tables and narrative reports containing descriptive statistics and analyses, at state and federal level... and have provided training and technical support to local agencies.” What specific certificate or documentation is needed to demonstrate this eligibility criterion?
