November 16, 2021—9:30 a.m. to Noon

Commencement

The meeting was called to order at 9:30 a.m.

Member Updates

Sandy welcomed everyone and asked everyone to introduce themselves and provide an update of the work they are doing in their various regions.

Review of Meeting Materials

The meeting materials were reviewed by members.

Approval of Minutes

Sandy asked for a motion to accept the minutes. Jennifer made a motion to accept the minutes and Tony seconded the motion. All members were in favor of accepting the August 24, 2021, Before and After School Advisory Committee minutes.

Legislative Update: Sandra and Michael

Sandy mentioned that we are not in a current legislative session and there were no updates.

Expanded Learning Division Staff Report

After School Education and Safety Universal: Request for Applications being finalized and expected to send to Branch soon for approval. The tentative application due date will be February 18, 2022.

21st Century Community Learning Centers (CCLC): Today is the application deadline and postmarks are allowed. The next step is for the CDE analysts to come into the office for application intake and screening.

Elementary and Secondary School Emergency Relief (ESSER III) Fund,.ESSER III State Plan Approved and the CDE received the federal Grant Award Notification from the U.S. Department of Education. Hopefully the EXLD will receive their Program Cost Accounts soon so we can send out the Grant Award Notifications to ASES and 21st CCLC grantees.

EXLD Positions: Branch has approved the Division’s plan for our restructure which would add another Education Administrator I, Staff Services Manager II, five Education Program Consultants and one Associate Governmental Program Analyst.

Expanded Learning Opportunities Program

  • Program Plan Template––has been reviewed by legal, Branch, Department of finance, and Legislative staff. The EXLD is now transferring the word document to a Portable Document Format fillable document and hope to post on our website soon.
  • Frequently Asked Questions (FAQs)––provide an update regarding the issue with posting the next round of FAQs and the issue with the term “instructional minutes.”

California Afterschool Network Presentation—Tiffany Gipson

Tiffany discussed Public Health framing and how Expanded Learning is a unit of change. A lot of their work has been exploring what that looks like. Supporting the EXLD on Expanded Learning Opportunities Program (ELO-P) work. As well as the Workforce Implementation Committee work.

Emerging Issues for the January 2022 Meeting

Jennifer Cisneros: Jennifer shared a concern regarding attendance for ASES and 21st CCLC programs in 2022. The EXLD will begin reducing programs based on attendance, hence, programs are concerned about not meeting attendance targets. In addition, Jennifer discussed issues regarding the workforce and the limited number of qualified applicants.

Luis: How do we increase engagement? Sandra provided an example of what they do in San Diego––providing monthly meetings with grantees to share updates from the EXLD, Advisory Committee, California AfterSchool Network (CAN), ELO-P, etc. Recommends that each member be that conduit in their region.

Jennifer: There are more questions based on her advisory seat of high schools. Sandy clarified it would still be her region but to focus on those schools in her region.

Tiffany: Tiffany shared her opinion on grantee engagement. She suggested that CAN has an opportunity to share advisory minutes via website. In addition, the possibility of sharing minutes with stakeholders throughout the state would be a benefit.

Next Meeting Date

The next meeting will be held on January 18, 2022, and will be virtual.
