Expanded Learning Division Updates

Strategic Plan 3.0

• The first meeting of the Ecosystem Advisory Team Convening #1 was held on October 16, 2025. This nearly year-long effort recognizes that Expanded Learning is an essential but still only one part of an ecosystem can and should support our students, families and communities. This is co-lead by CDE and the California Afterschool Network.

21^st Century Community Learning Centers Grant Updates

• The one-time funding Request for Applications generated 320 applications requesting $364,250,000 funding. Approximately $130 million available.

After School Education and Safety (ASES) Grant Updates

• ASES Universal 2025-26 2^nd Round RFA was released November 3, 2025, with an application due date of December 3, 2025. Approximately $33 million available.

• ASES Renewal Cycle B e-blast sent on November 13, 2025.

• ASES Universal RFA 2026-27 will be posted sometime in January 2026.

Payment Process Timeline

• Pull Grants Management Report to determine who qualifies for payment and how much to be paid (1 week turnaround)
  
  
• 21^st/ASSETs Payment Analyst and ASES Payment Analyst to prepare AO-401 and Payment Schedule (1 week turnaround time)
  
  
• Send Payment to the SSM I for review, and Division Director signature if acceptable (2 Business Day turnaround)
  
  
• Receive from Division Director, send the signed AO-401 and Payment to the Accounting Team (2 Business Day turnaround)
  
  
• Accounting Team Reviews and Processes the payment batch – then Send to the State Controller’s Office (1-2 weeks turnaround)
  
  
• State Controller’s Office sends payment to the corresponding County Treasurer the LEA operates within. Non-LEAs bypass the treasurer and go directly to the non-LEA (3-4 weeks turnaround)
  
  
• County Treasurer distributes payments to individual (LEA) Grantees
