On September 19, 2022, the U.S. Department of Agriculture (USDA) announced the Final Rule: Streamlining Program Requirements and Improving Integrity in the Summer Food Service Program . The Final Rule codified changes to SFSP regulations that streamlines requirements among child nutrition programs, simplifies the application process, enhances monitoring requirements, offers more clarity on existing requirements, and provides more discretion at the state agency level to manage program operations.
On December 29, 2023, the USDA published the Interim Final Rule: Establishing the Summer Electronic Benefit Transfer (EBT) Program and Rural Non-Congregate Option in the Summer Meal Programs , which includes new definitions and requirements for non-congregate meal service in rural areas.
In accordance with the changes in the Final Rule and the Interim Final Rule, the California Department of Education (CDE) published the following Management Bulletins (MB):

SFSP Listening Session
The CDE will host a Listening Session on Monday, February 26 from 1 pm – 2:30 pm. During this session, we will review the newly issued SFSP MBs and how these policies will change SFSP operations. All SFSP sponsors are encouraged to attend.
