Federal and state laws require the California Department of Education (CDE) to  monitor the Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education and Family Literacy Act (AEFLA) grantees to ensure they meet state and federal  requirements. Grantees are responsible for maintaining compliance of all  programs funded by the CDE.  Fiscal and  legal reviews and monitoring site visits may be conducted at any time.  Federal Program Monitoring (FPM) takes place  through an onsite and online review process.   At the end of each review, the CDE completes a Notification of Findings,  which serves as the official report of the review.
Course Approval 
California K–12  school districts and County Offices of Education districts providing adult  education must have their courses approved by governing board and on record  with the CDE. Courses must be submitted annually before the beginning of  the program year. They may be revised and resubmitted for approval during the  year as needed.

Memorandum of Understanding with  the Local Workforce Development Board
 
WIOA, Title II: AEFLA grantees must enter into a Memorandum  of Understanding with the Local Workforce Development Board relating to the  operation of the one-stop delivery system in the area. The grantees must also  contribute, from federal funds that are reserved for local administration, a  proportionate share of local infrastructure costs based on the proportionate  use of the one-stop center and the relative benefit received by the grant.
