New California Preschool Data Collection (CAPSDAC) Management Bulletin

The California Department of Education (CDE) published a new management bulletin (MB) for the California Preschool Data Collection (CAPSDAC) Online Data System, MB 26-07: Data Collection for California State Preschool Programs (CSPPs) operated by a local educational agency (LEA). This MB notifies and provides guidance to CSPP contractors who provide CSPP services through a LEA regarding required data submission to the CAPSDAC Online Data System.

MB 26-07 can be accessed on the MB 26-07 web page at, https://www.cde.ca.gov/sp/cd/ci/mb2607.asp.

This MB rescinds and replaces MB 24-08.

Agencies are strongly encouraged to reference this MB during the preparation period for CAPSDAC 2.0, including for the optional testing period, and for when CAPSDAC 2.0 is live for required data certification.

CAPSDAC 2.0 Launch Date

The CDE launched the updated version of the CAPSDAC System on July 01, 2026. This CAPSDAC 2.0 version is located at https://new.capsdac.org .

During July 2026, LEAs may begin entering data into the live CAPSDAC 2.0 System. Please note that effective dates cannot be future dates. CAPSDAC 2.0 monthly certification is not mandatory during July. Mandatory monthly certification in CAPSDAC 2.0 begins on August 1, 2026, when LEAs will certify July 2026 data.

For the July 2026 certification, aggregate reports from records with enrollment information will need to be reviewed and certified. The data domains/files that contain enrollment information for the aggregate reports may include Classroom, Child, Family, Enrollment, and Classroom Enrollment.

CAPSDAC 1.0 is still mandatory for the June 2026 submission. LEAs must complete and certify their June 2026 submission in CAPSDAC 1.0 by July 31, 2026, at 11:59 p.m. Pacific Time.

After July 31, 2026, at 11:59 p.m. Pacific Time, CAPSDAC 1.0 will no longer be available for data entry or certification. Beginning August 1, 2026, CAPSDAC 1.0 will remain available for inquiry only, allowing LEAs to review previous reports and download the last uploaded data files, if needed, to support the transition to CAPSDAC 2.0. CAPSDAC 1.0 inquiry-only access will remain available until November 30, 2026, at 11:59 p.m. Pacific Time.

Redesign of CAPSDAC Support Web Page

The CDE has redesigned the CAPSDAC Support web page to make it more user-friendly and easier to navigate. Resources are now organized into designated sections, so LEAs can more easily locate CAPSDAC guidance documents, templates, user manuals, timelines, and support information.
