New Eligibility Status Code: “10 - Child of an LEA Employee”

Beginning with the July 2026 report period, the CAPSDAC User Manual Appendix C: Code Set (XLSX) will include a new Eligibility Status code: “10 - Child of an LEA Employee.” This code applies to a child whose parent or caretaker is employed by a LEA. For further information regarding this eligibility criteria please refer to Education Code (EC) 8208 External link opens in new window or tab.. Code “10” is exempt from income validation. A child reported with this eligibility status code may have a family income above 115 percent of the State Median Income (SMI) level.

Agencies using the manual entry screen will be able to select “Child of an LEA Employee” from the Eligibility Status drop-down menu. For Electronic File Transfers, agencies should enter "10” in the Eligibility Status column of the Enrollment domain when this Eligibility Status code applies.

New Need for Service Code: “10 - CalWORKs Program Activity”

Beginning with the July 2026 report period, the CAPSDAC User Manual Appendix C: Code Set (XLSX) will include a new Need for Service code: “10 - CalWORKs Program Activity.” This code applies when a parent or caretaker participates in a California Work Opportunity and Responsibility to Kids (CalWORKs) program activity. Code “10” may only be selected when the family's CalWORKs Recipient data field is one of the following options: 01 - Adult(s) and Child(ren) Cash Aid or 03 - Diversion Services.

Agencies using the manual entry screen will be able to select “CalWORKs Program Activity” from the Reasons For Needing Service drop-down menu. For Electronic File Transfers, agencies should enter "10" in the Need for Service column(s) of the Family domain when this Need for Service code applies.

CDMIS Preschool Management Update: Removal of the “Office” Facility Type

The CDE has updated the “Add/Edit Sites or FCCHs” section of the Child Development Management Information System (CDMIS) to no longer allow agencies to add preschool facilities categorized as Offices.

The CDE currently maintains agency headquarters and administrative address information within its data systems for official mailing, funding, and reimbursement purposes. As a result, maintaining separate office records within the CDMIS preschool facility inventory is duplicative and creates an unnecessary data maintenance responsibility for agencies.

Agencies should only add and maintain facilities in the CDMIS that operate CSPPs and enroll children in an educational setting. Administrative offices, headquarters locations, and other office-only locations that do not serve as locations where CSPP children attend preschool should not be entered or maintained as preschool facilities within the CDMIS.

Relationship Between CDMIS Site Management and CAPSDAC Reporting

The management of preschool facilities in the CDMIS directly supports the assignment and maintenance of Preschool County-District-School (CDS) codes used in the CAPSDAC System. CAPSDAC classroom, staff, and child data are associated with preschool facilities. Accurate preschool facility information is therefore necessary to support the data submission, management, and certification of CSPP data within CAPSDAC.
