English Learner Roadmap Project
The State Superintendent of Public Instruction (SSPI), in consultation with the State Board of Education (SBE), convened an English Learner (EL) Roadmap Workgroup to share expertise and provide input into the development of a resource guide that informs policy regarding English learners. This guide will assist local educational agencies as they implement California’s 21st century college- and career-ready standards, curriculum, instruction programs, and assessments.
The EL Roadmap Policy was passed by the State Board of Education on July 12, 2017. This policy is intended to assist the California Department of Education in providing guidance to local educational agencies in welcoming, understanding, and educating the diverse population of students who are English learners attending California public schools.
The published document and Web-based resources, titled California English Learner Roadmap: Strengthening Comprehensive Educational Policies, Programs, and Practices for English Learners, are currently being developed and will be available in early 2018.
Policy and Guidance Document
In addition to the English Learner (EL) Roadmap Policy (below), which was passed by the State Board of Education on July 12, 2017, the California English Learner Roadmap: Strengthening Comprehensive Educational Policies, Programs, and Practices for English Learners will be informed by the results of a survey, federal and state statutes governing essential services for English learners, public input including philanthropists, community members and others interested in EL education. The EL Roadmap will highlight evidence-based practices, promising models, exemplary practices, and effective inclusion of new federal and state legal requirements.

Workgroup and Public Meetings
The California Department of Education invited educators with a minimum of five years of demonstrated experience implementing English learner programs to apply to serve on the EL Roadmap Workgroup. Educators selected to serve represent the various geographic regions of the state, professional roles, and areas of expertise such as early childhood, transitional kindergarten through grade twelve, adult education, special education, and university teacher preparation programs.
The EL Roadmap Workgroup held four public meetings: November 10, 2016; February 24, 2017; May 17, 2017; and September 26, 2017. Public comment followed each EL Roadmap Workgroup meeting in order for the public to provide input. All meetings convened at 9:00 a.m. and adjourned at 5:00 p.m. Meetings were held at:
