English Learner Roadmap Statewide Implementation Plan
The Statewide Implementation Plan for the CA EL Roadmap (required per Assembly Bill 2074
) was developed to ensure the vision and mission of the CA EL Roadmap reaches classrooms across the state. The CA EL Roadmap Statewide Implementation Plan outlines statewide goals, strategic levers, and a phased, multi-year approach to help school districts, charter schools, county offices of education (COEs), and the CA Statewide System of Support (SSOS) work together to leverage the EL Roadmap policy to serve EL and multilingual students. This plan can be used by all educators at all levels of the system. Access the full plan and supporting resources to learn how California is building coherent, sustained implementation of the EL Roadmap across all levels of the education system.
CA EL Roadmap Statewide Implementation Plan (DOCX)
Based on the statutory requirements, the plan includes or addresses the following elements:
- A brief summary at the beginning of the plan that states why the statewide implementation plan is being created and its importance to bring awareness, a sense of urgency, and opportunity as it relates to the plan;
- Clear and measurable statewide goals of implementation;
- Alignment and coherence across state initiatives that reflect the EL Roadmap Policy and principles;
- How to incorporate the EL Roadmap Policy meaningfully within the statewide system of support established pursuant to California Education Code (EC) Section 52059.5;
- Guidance for local educational agencies to incorporate and build alignment and coherence at the local level across programs and services; and
- A system of monitoring and accountability of the implementation of the department’s plan.
The plan is structured around priority areas, with specific and phased actions identified for school districts and charter schools, COEs, and the SSOS. This plan acknowledges that each entity, as does each individual in schools and districts, provides a unique vantage point and sphere of influence to support the educational outcomes of MLs and propel forward this statewide effort.
