10:30–11:30 a.m.

Item 1–ACSE Commissioner Work Specific to Priority Areas: The ACSE is committed to furthering initiatives and policies that promote one coherent education system designed to serve all students. Commissioners will be breaking into two groups to discuss items from the previous meeting related to the creation of a parent Local Control Accountability Plan resource, and recommendations specific to students with disabilities within the new Accountability system. 11:30 a.m.–Noon

Item 2–Special Education in Correctional Facilities Steering Committee Update: James Johnson III, Education Administrator, Special Education Division (SED), California Department of Education (CDE), and Chair of the Special Education in Correctional Facilities Steering Committee, which is tasked with conducting analysis of current systems employed to educate students with disabilities in correctional facilities and making recommendations that lead to improved outcomes for students, will provide an update on the work of the Committee. Item 3–Assessment Update: Jessica Barr, Administrator II, Assessment Development and Administration Division, CDE, will provide an update on the California Assessment of Student Performance and Progress Systems. (Item type: Information, discussion, action)

2:00–2:45 p.m.

Item 4–Transitioning to a New Accountability System Update: Nancy Brownell, Senior Fellow, Local Control Funding Formula (LCFF), California State Board of Education (SBE), will provide an update on the development of a new accountability system for California and the work of the Accountability Task Force. 2:45–3:15 p.m.

Item 5–Disproportionality Update: Chris Drouin, Interim Director, SED, CDE, will provide an update on the proposed changes from the Office of Special Education Programs (OSEP) regarding calculations for determining significant disproportionality. (Item type: Information, discussion)

3:15–3:30 p.m.

Item 6–General Public Comment and Organizational Input: Public comment and organizational input is invited on any matter, including items not on the agenda. The ACSE is precluded from discussing matters not on the agenda; however, questions may be asked by Commissioners for clarification purposes. Issues raised by the public may be referred to a future meeting agenda. Depending on the number of individuals wishing to address the ACSE, the Chair may establish time limits on presentations. 3:30–3:45 p.m.

Item 7–Family Voice: Family Empowerment Center (FECs) and Parent Training and Information Center (PTIs) participants will present issues of importance to families. Stakeholders wishing to give public comment via teleconference may contact their local FEC or PTI prior to the meeting to arrange in person comment at the FEC or PTI. Item 9–Transition to Unified English Braille: Sharon Sacks, Ph.D., Superintendent, California School for the Blind, CDE, will provide background information and the process toward implementation of Unified English Braille for students with visual impairments throughout California. 4:50–5:00 p.m.

Item 10–ACSE Officer Nomination Process: The Commission will review the ACSE Officer Election process and accept self-nominations. Presented by Mildred Browne, Chair, ACSE Nominations Committee.
