Reading Instruction and Intervention Grant
Information regarding the Reading Instruction and Intervention Grant Program.Assembly Bill 130, Section 145 (Statutes of 2021) of the Education Omnibus Trailer Bill authorized the Reading Instruction and Intervention (RII) Grant Program to generate and disseminate professional learning opportunities for kindergarten through grade twelve (K–12) educators in the areas of evidence-based literacy, intensive literacy interventions, and support of pupils’ executive functioning skills. With a one year no-cost grant extension, funds are available through the 2026–27 fiscal year.
The California Department of Education (CDE), in consultation with the California Collaborative for Educational Excellence (CCEE), was directed to award the sum of $9.8 million to one or more local educational agencies with expertise in developing and providing professional learning to educators in public schools serving K–12 students, to strengthen reading instruction for all pupils and in a manner that aligns with the Statewide System of Support and the California Comprehensive State Literacy Plan. Professional learning opportunities under this grant may include, but are not limited to, professional development for all of the following:
- School leaders, including principals and teacher leaders, to lead evidence-based reading instruction for diverse learners, including early learners, English learner students, pupils with disabilities, and pupils with dyslexia
- Educators, including teachers and paraprofessionals, to develop knowledge and skills for appropriate use of screening strategies and evidence-based literacy instruction for diverse learners
- Educators, including teachers and paraprofessionals, to implement intensive intervention strategies for pupils struggling with literacy, including tutoring and small group strategies, and strategies for target pupil groups
- All educators to support the development of pupils’ executive functioning skills
Assembly Bill 130 directed the CDE and the CCEE to facilitate coordination among grantees and other statewide literacy initiatives, and the CCEE to evaluate the professional learning opportunities for their effectiveness.Evaluation reports are available on the CCEE Statewide Evaluation web page

Eligibility and Funding
A Request for Applications (RFA) was released in November 2021 and an awardee was not identified. An updated RFA was released in June 2022. Applications were due on August 17, 2022, by 4 p.m. This web page will be updated to provide additional information as it becomes available. Links to the RFA and Funding Profile are below.
