   1. Call to Order
      IQC Chair Chao called the meeting to order at approximately 10 a.m.
      
      
   2. Salute to the Flag
      Commissioner Williamson led the salute to the flag.
      
      
   3. Closed Session (The public was not allowed to attend)
      
      
   4. Announcement from Closed Session
      During the closed session, the IQC approved the appointment of Shanine Coats as the Executive Secretary/Director to the IQC effective January 1, 2020.
      
      
   5. Overview of Agenda There were no changes to the agenda.
      
      
   6. Approval of Minutes
      
      ACTION: Commissioner Muñoz moved to approve the September 19–20, 2019, and October 4, 2019, Commission meeting minutes. Commissioner Naditz seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). Senator Allen and Commissioners Fairchild and Iniguez were absent from the meeting.

      IQC Chair Chao gave a report.

      Executive Director Stephanie Gregson gave a report.

2. Mathematics Subject Matter Committee
   Subject Matter Committee (SMC) Chair Chapman called the Mathematics SMC meeting to order.
   
   
   1. 2021 Mathematics Framework for California Public Schools, Kindergarten Through Grade Twelve (Mathematics Framework)
      1. Report on the Mathematics Focus Group Meetings and Public Comment Received Regarding the Revision of the Mathematics Framework (Information)
         
         
      2. Draft Guidelines for the Curriculum Framework and Evaluation Criteria Committee (CFCC) (Information/Action)
         
         ACTION: Commissioner Costa-Hernández moved to recommend to the full IQC the draft CFCC guidelines for the revision of the Mathematics Framework with the changes recommended by the SMC. Commissioner Williamson seconded the motion. One member of the public gave public comment, Jessica Sawko, California Stem Network. There was no additional discussion. The motion was approved by a unanimous vote of the SMC members present (7–0). Commissioner Iniguez was absent from the meeting.
         
         
      3. Recommendation of CFCC Members (Information/Action)
         
         ACTION: Commissioner Diaz moved to recommend to the full IQC applicants 6, 7, 8, 11, 13, 16, 18, 19, 25, 26, 27, 30, 31, 32, 44, 49, 46, 50, 51, and 55 for recommendation to the SBE for appointment to the CFCC for the revision of the Mathematics Framework. Commissioner Renteria seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the SMC members present (7–0). Commissioner Iniguez was absent from the meeting.
         
         ACTION: Commissioner Costa-Hernández moved to recommend applicants 8 and 13 to be Co-chairs of the CFCC. Commissioner Muñoz seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the SMC members present (7–0). Commissioner Iniguez was absent from the meeting.

3. Full Commission Reconvenes
   
   
   1. IQC Recommendation to the SBE on the Proposed Changes to Studies Weekly, SBE-Adopted Instructional Program (Action)
      
      ACTION: Commissioner Naditz moved to approve the publisher’s proposed revisions and to forward the IQC Advisory Report to the SBE. Commissioner Woo seconded the motion. There was no discussion or public comment. A roll-call vote was taken. The motion was approved by a unanimous vote of the members present (15–0). Senator Allen and Commissioners Fairchild and Iniguez were absent from the meeting.
      
      
   2. Reports/Action from Subcommittees to the Full Commission
      Mathematics Subject Matter Committee
      
      
      1. Recommend the Draft Guidelines to the SBE (Action)
         Prior to the full IQC taking a vote, Mathematics SMC Chair Chapman suggested to add language to the draft guidelines. The IQC agreed to the edit.
         
         ACTION: SMC Chair Chapman moved to recommend to the SBE the draft guidelines for the Mathematics CFCC with the edit made by the full IQC. Commissioner Renteria seconded the motion. Jessica Sawko, California Stem Network, gave public comment. There was no additional discussion. The motion was approved by a unanimous vote of the members present (15–0). Senator Allen and Commissioners Fairchild and Iniguez were absent from the meeting.
         
         
      2. Recommend CFCC Members to the SBE (Action)
         
         ACTION: SMC Chair Chapman moved to recommend to the SBE applicants 6, 7, 8, 16, 18, 25, 27, 31, 44, 49, 51, 11, 13, 19, 26, 30, 32, 46, 50, and 55 for appointment to the Mathematics CFCC. Commissioner Muñoz seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). Senator Allen and Commissioners Fairchild and Iniguez were absent from the meeting.
         
         ACTION: SMC Chair Chapman moved to recommend to the SBE that applicants 8 and 13 be appointed Co-chairs of the Mathematics CFCC. Commissioner Williamson seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). Senator Allen and Commissioners Fairchild and Iniguez were absent from the meeting.
         
         
   3. Plan January 15, 2020, New Commissioner Orientation (Discussion)
      
      
   4. Commissioner Acknowledgements
      This was the last meeting for Commissioners Chao, Diaz, Naditz, and Woo with their terms on the Commission ending December 31, 2019. Each shared some parting words and reflected on their time on the Commission.
