DataQuest Update, Issue #13

DataQuest is the California Department of Education’s (CDE) public data reporting web site that provides meaningful data and statistics about California’s K-12 public education system that supports a wide variety of informational, research, and policy needs. The purpose of the DataQuest Update is to provide: (1) announcements regarding public data releases and availability; (2) general information and analysis on various data reporting topics; and (3) practical tips on how to effectively use DataQuest to obtain information. New Teaching Assignment Monitoring Outcome by Full-Time Equivalency Report on DataQuest

The CDE is pleased to announce the release of a new Teaching Assignment Monitoring (AMO) by Full-Time Equivalency (FTE) report on DataQuest and supporting the downloadable data file. The Teaching AMO report was developed in response to California Education Code (EC) Section 44258.9 and to meet federal reporting requirements under the Every Student Succeeds Act (ESSA). Background and Overview

California Education Code (EC) Section 44258.9 requires the California Commission on Teacher Credentialing (CTC) and the California Department of Education (CDE) to share data in order to facilitate the annual monitoring of teaching assignments. Pursuant to EC Section 44258.9, the CDE provides the CTC with certificated staff assignment and course data submitted to the CDE by local educational agencies (LEAs) through the annual California Longitudinal Pupil Achievement Data System (CALPADS) Fall 2 data submission, which are necessary for the CTC to conduct the annual assignment monitoring process through the California State Assignment Accountability System (CalSAAS).

In return, the CTC provides the CDE with annual teacher credential and assignment monitoring outcome data consistent with the California Consolidated State Plan approved by the State Board of Education (SBE) to comply with the federal Every Student Succeeds Act (ESSA). Additionally, as part of the California ESSA State Plan, the SBE approved updated definitions for "ineffective" and "out-of-field" teachers for reporting purposes, which can be found on the CDE Updated Teacher Equity Definitions webpage. As a result of this data-sharing agreement, for the first time, California is able to meet the federal reporting requirements established by ESSA, in part, through the release of the 2020–21 Teaching AMO reports on DataQuest.

Teaching AMO and FTE Data

The DataQuest Teaching AMO report shows the proportion of FTE for all classroom-based teaching assignments by the associated AMO for each assignment. For the purposes of this report, the following definitions apply:

• Teaching Assignment: A "teaching assignment" is defined as a classroom-based assignment (course section) wherein a unique section of course content is being taught by one or more teachers to a specific group of students.
• Assignment Monitoring Outcome: An "assignment monitoring outcome" or AMO is the result(s) or finding(s) from the assignment monitoring process conducted by the CTC. For reporting purposes, the FTE data for each teaching assignment is displayed for the following DataQuest AMOs: Clear, Out-of-Field, Ineffective, Intern, Incomplete, Unknown, and Not Applicable (N/A).
• Full-Time Equivalency: The "full-time equivalency" or FTE is defined as the percentage of time spent working in a job classification in relation to a full-time position (100 percent or 1.0 FTE). Since CALPADS FTE data are collected at the staff level, not the assignment-level, the FTE for each teacher is proportionally distributed across their assignments for DataQuest reporting purposes.)

Each teaching assignment is evaluated along the applicable monitoring dimensions (i.e., course content, English learner, language of instruction, and special education) to determine if or how the teacher is authorized to teach the assigned course and students enrolled in the course. The outcomes for each assignment are then consolidated into a single AMO for the purposes of reporting the associated FTE for the assignment. Important Information About the Teaching AMO Reports

The data provided in the 2020–21 Teaching AMO reports is from the prior academic year; however, they represent the most current data available. As indicated in the CDE news release mentioned above, these data represent a baseline that will "inform state and local decisions over the coming years as agencies work to address teacher shortages." The CDE recently provided CTC with the 2021–22 CALPADS Fall 2 assignment data, which will be used for the upcoming assignment monitoring cycle to be conducted from August to November 2022, after which the CTC will provide the results to the CDE for reporting purposes. The CDE anticipates releasing the 2021–22 Teaching AMO reports in early 2023.

Users may access these reports by performing the following steps:

• Navigate to the DataQuest Homepage
• Select the desired Level (State, County, District, or School)
• Select the following Subject Level:
  • Staff Assignment Data
• Select "Submit"
• Select the desired Year (2020–21)
• Select "Submit"
• Select desired report from the menu
  • Teaching Assignment Monitoring Outcomes by FTE
  • Teaching Assignment Monitoring Outcomes by FTE (with County Data)
• Select "Submit"

The reports listed above include Report Description, Report Glossary, and, where applicable, Report Filters and Options sections. To change the way the data are displayed in the report, open the expandable (+) Report Options and Filters section. Within this area, users can apply a variety of school type filters (i.e., charter/non-charter and alternative/regular schools), school grade span filters, teacher credential level filters, and teacher experience level filters. Additionally, users can apply one or more filters simultaneously to view data in a variety of configurations. Applied filters are viewable in the "Filtered Enabled" section above each report where the filters can also be reset. The CDE has incorporated a report "parameterization" feature into the Teaching AMO report, which will allow users to share a link to a filtered report.
