RII Grant Request for Applications FAQs

Answers to frequently asked questions (FAQs) received about the Reading Instruction and Intervention (RII) grant Request for Applications (RFA).
  1. How many applicants will receive a grant under AB 130, Section 145?

The California Department of Education intends to select one applicant, subject to approval by the State Board of Education, to be the recipient of the RII grant award of $9.8 million. This grantee will be responsible for leading the work of disseminating professional learning opportunities across the state. Considering the broad scope of the grant work, local educational agencies are encouraged to apply as a consortium.

  2. What is the scope of the RII grant work? Is it local or statewide?

The RII grant was authorized to generate and disseminate professional learning (PL) opportunities for kindergarten through grade twelve (K–12) public school leaders and educators statewide. The grantee will be responsible for generating and disseminating PL opportunities for educators across the state.

  3. Can I access the RII application webinar recording and/or the webinar slides?

The RII webinar slides with notes are posted on the California Department of Education RII 2022 RFA web page. The information that was covered in the webinar is also available in the RII RFA document.

  4. Which entities are eligible to apply for the RII grant?

The California Department of Education (CDE) intends to award the grant to a local educational agency (LEA), which could include a county office of education, a school district, a charter school, or a consortium of LEAs. Applicants are encouraged to partner as a consortium with other LEAs in the development of the proposal and throughout the duration of the grant period. If a consortium of LEAs submits an application, one LEA must be identified as the Lead Applicant, who would become the Lead Agency of the consortium. The Lead Agency will be responsible for reaching K–12 educators across the state. The CDE will give positive consideration to applicants that propose partnerships with an institution of higher education (IHE), a nonprofit organization, or a consortium of IHEs and nonprofit organizations.

  5. Who is the intended student population to be served by the RII grant?

Professional learning opportunities developed through this grant funding and provided to educators statewide should strengthen reading instruction for all pupils. Opportunities might include professional development for school leaders and educators around evidence-based literacy instruction, including biliteracy instruction, intensive literacy interventions, and support of executive functioning skills, for all/diverse learners, including early learners, English Learner students, pupils with disabilities, and pupils with dyslexia.

  6. Is there a minimum number of teachers that should be reached by the RII grant program?

No. The grant funding is intended to reach educators statewide.
