Dear County Superintendents of Schools:

Apportionment for the Special Education Learning Recovery Support
Fiscal Year 2021–22

This apportionment, in the amount of $450,000,000, is made from the General Funds pursuant to Section 161 of Assembly Bill (AB) 130 (Chapter 44, Statutes of 2021) to provide learning recovery support to pupils associated with impacts to learning due to school disruptions stemming from the COVID-19 public health emergency during the period of March 13, 2020, to September 1, 2021, inclusive.

Funds are allocated to each special education local plan area (SELPA) based on a per-pupil rate of $559.1909873325 multiplied by the greater of Fall 1 Census special education data for the 2019–20 or 2020–21 fiscal years for each SELPA. As a condition of receiving this funding, SELPAs must meet the programmatic requirements, use of funds, and expenditure reporting prescribed in Section 161 of AB 130. Funds allocated will be available for encumbrance until June 30, 2023; the California Department of Education (CDE) will invoice local educational agencies for any unspent funds after June 30, 2023.

Warrants will be mailed to each county treasurer approximately three to four weeks from the date of this letter. For standardized account code structure coding, use Resource Code 6537, Special Education, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform their school districts of this apportionment immediately.
