Addendum 1: California Assessment System
Request for Submissions CN260003

This addendum hereby revises California Assessment System Request for Submissions (RFS) CN260003, as follows:

Page 34, RFS Section 3.3.1 Cost Submission Specifications

Add to the end of the paragraph under the bullet “RFS Attachment 10B: Cost Submission Summary by Fiscal Year (FY)”:

The cost submission summary includes only the required tasks from Attachment 10C. It must not include any optional tasks proposed by the bidder.

Add to the end of the paragraph under the bullet “RFS Attachment 10C: Cost Submission Task Detail”:

If an optional task is proposed, it must be addressed separately in the scope of work as an optional section. The cost associated with the optional task must be listed separately in RFS Attachment 10C in the row for optional costs by task and must be excluded from the required RFS Attachment 10B: Cost Submission Summary by FY.

Page 66, RFS Section 7.2.7.B Formative Assessment Resources—Tools for Teachers

Replace the second paragraph with the following:

Currently, there is no need for instructional or professional learning resource development under the resulting contract. However, the submission must describe in detail the bidder’s knowledge and capacity to support, if needed, the development and incorporation into Tools for Teachers of instructional and professional learning resources for assessments within the California Assessment System. Currently, Tools for Teachers has instructional resources developed for English language arts/literacy (ELA), mathematics, and science. Additionally, there are professional learning resources that support various assessments, including the English Language Proficiency Assessments for California (ELPAC).

Page 67, RFS Section 7.2.7.C Item Bank of Released Science Test Questions

Delete the following RFS Section:

7.2.7.C Item Bank of Released Science Test Questions

The submission must describe and demonstrate in detail how the bidder will develop and maintain a site that shares released California Science Test (CAST) test questions with educators. The site must include a system for searching and filtering items by grade level or grade band, standard or performance expectation, domain, claim, target, or dimension, and item type. The submission must ensure that educators will be able to choose individual items to create classroom assessments. The site must include keys, rubrics, and exemplars, but would not be required to score assessments.

The requirements in this section are covered in RFS Section 7.4.7.A.

Page 90, RFS Section 7.4.2.C Test Form Construction

Add after Table 10:

The Initial ELPAC, Initial Alternate ELPAC, and braille/large print Summative ELPAC and California Assessment of Student Performance and Progress (CAASPP) paper materials can be used in the first year and transition of the contract.

Page 94, RFS Section 7.4.3 Standard Setting

Add the following sentences to the beginning of this section:

Currently, there is no need for standard setting under the resulting contract. However, the submission must describe in detail the bidder’s knowledge and capacity to conduct a variety of standard setting methods, should the need arise.

Page 107, RFS Section 7.5.1.A.3 Posting Manuals on CAASPP and ELPAC Website

Delete the following text:

  • Technical Specifications and Configuration Guide for Online Testing. This manual provides information to LEAs about the system requirements network, hardware, and secure browser configurations for running various testing applications used in CAASPP and ELPAC testing. Scoring and Reporting Guides. A CAASPP and ELPAC Scoring and Reporting Guide must be developed each year to provide a single reference document for all reporting-related information, for all users. The submission must ensure that the manual will provide an overview of the assessments, a description and guide to both online reporting tools and paper reports, information on how tests are scored, and guidelines for interpreting reports.

    The submission must include clear standards for interpreting the intended use of the test scores, clearly delimit the addressed population, and describe the constructs that the assessments should measure. The goal of this manual is to guide all CAASPP and ELPAC reporting stakeholders in understanding the scores provided, what they represent, and how they can be used to improve curricular programs in the schools.

Replace with the following:
