The California Department of Education (CDE), Migrant Education Office, is pleased to announce the Migrant Education Program (MEP) grant application for fiscal year 2019–20.
The purpose of the application is to obtain a comprehensive description of proposed supplementary MEP services. The following general guidelines are provided to inform and guide the development and completion of the migrant grant application for 2019–20.
General Guidelines

For the 2019–20 fiscal year, the funding period will be from July 1, 2019 through June 30, 2020. Summer Services for July and August 2019 will be budgeted in the 2019–20 application.

Grant funds will not be awarded until an application is substantially approvable (Code of Federal Regulations § 76.708). Subgrantees that delay submission of grant applications will not receive reimbursement for salaries and activities that occur during the period in which an application is outstanding in the new fiscal year.

The MEP administrative percentage for 2019–20 may not exceed the approved administrative percentage as outlined in the 2018–19 grant application approval letter.

The MEP grant application must include at least one Summer Leadership Institute program that takes place on the campus of an institution of higher education.

A Regional Parent Conference is not required this year.

The MEP grant application must include a Speech and Debate program.

All MEP staff providing direct instruction to prekindergarten migratory students much be certified according to local requirements for prekindergarten teachers.

Each subgrantee must have a summer program that meets the requirements established by Education Code 54444.3. If you cannot meet this requirement, you must request an exemption by completing the summer waiver form.

The MEP is primarily governed by fiscal policies in Title 2. Code of Federal Regulations (2 CFR 200), the Fiscal Handbook and the State Service Delivery Plan.
- Any subgrantee receiving additional funds for Family Biliteracy programs for preschool age children, must include a description of that program in the School Readiness section of the application.

Online MEP Grant Application Timeline
The following applications are available:
- Region Application
- Direct Funded District Application
- District Service Agreement (DSA, required for districts with more than 200 migratory students)
- Memorandum of Understanding (MOU, districts with less than 200 migratory students)
