Assembly Bill 2083 Integrated System of Care
The Integrated System of Care is a trauma-informed, coordinated approach that connects services to meet the complex needs of students in foster care.County office of Education Foster Youth Services Coordinators (FYSCP) and Foster Youth Liaisons are an integral partner of the Assembly Bill (AB) 2083 Integrated System of Care. The FYSCP and Foster Youth Liaison coordinate with all system partners to ensure that the educational needs of Foster Youth are met.
Assembly Bill 2083
(Chapter 815, Statutes of 2018), requires each county to develop and implement a Memorandum of Understanding (MOU) outlining the roles and responsibilities of the various local entities that serve children and youth in foster care who have experienced severe trauma.
The legislation is focused on the child welfare system but can and must be expanded to look at children and youth served by various other systems.

As part of this work, the Children and Youth System of Care Technical Assistance (TA) team:
- Promotes collaboration and communication across systems to meet the needs of children, youth, and families.
- Supports timely access to trauma-informed services for children and youth; and
- Resolves TA requests by counties and partner agencies, as requested, to meet the needs of children and youth.

Technical Assistance Calls
The primary role of AB 2083 Children and Youth System of Care State Technical Assistance Team is to develop guidance to local Interagency Leadership Teams (ILTs) in developing the Memoranda of Understanding (MOU) required by AB 2083, support the sustainable implementation of those MOUs, and provide child specific technical assistance to counties to identify and secure the appropriate level of services to meet the needs of children and youth in foster care or at risk of entering foster care.
TA Calls may be requested by any system partner by submitting the TA Referral Form to SOCTACALLS@dss.ca.gov.
