Promotes the policy and budget priorities of the State Superintendent of Public Instruction before the Legislature, Congress, and the state and federal Administrations, and provides guidance and support for the development and oversight of high quality charter schools.

Career & College Transition Division
Provides administrative services, resources, and policy support to local educational agencies to improve performance in secondary education, including middle and high schools, adult education, career technical education, workforce development, and distance learning programs.
Curriculum Frameworks & Instructional Resources Division
Provides support the Curriculum Commission, develops curriculum frameworks, oversees the adoption of instructional materials, produces and distributes instructional materials in specialized media.
Early Education and Support Division
Provides leadership and support to contractors and the child development community, ensuring high quality early education programs are provided to children ages birth to 13 years.
Educator Excellence & Equity Division
Provides direction and resources to support educators to increase their content knowledge and the effectiveness of their instructional support strategies to meet the unique needs of every student, including English learners, to ensure high academic achievement.
English Learner Support Division
Provides educational services and technical assistance to assist Local Education Agencies in ensuring all Migrant, Immigrant and English Learner students receive equitable access to a meaningful education.
Expanded Learning Division
California's Expanded Learning programs are an integral part of young people's education, engaging them in year-round learning opportunities that prepare them for college, career, and life.
Special Education Division
Information and resources to serve the unique needs of persons with disabilities so that each person will meet or exceed high standards of achievement in academic and nonacademic skills.
