  1. Full Instructional Quality Commission (Commission or IQC)

    1. Call to Order
      Commission Chair Diaz called the meeting to order at approximately 10 a.m.

    2. Salute to the Flag
      Commissioner Foster led the salute to the flag.

    3. Overview of Agenda
      There were no changes to the agenda.

    4. Approval of Minutes (Action):
      ACTION: Commissioner Murphy-Corwin moved to approve the minutes of the September 27–28, 2017, IQC meeting. Commissioner Galvan seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (14–0). Commissioners Naditz, Assemblywoman Quirk-Silva, and Senator Portantino were absent from the meeting.

    5. Report of the Chair
      Chair Diaz acknowledged that this is the last meeting for Commissioners Foster, Freiermuth, Honig, and Galvan as their terms on the IQC are ending. She thanked them for their hard work and dedication on the important work of the Commission. She also highlighted the State Board of Education’s (SBE) meeting last week when the SBE took action to adopt the history–social science instructional materials. The outcome was testimony to the civic engagement and passion seen throughout the development process of the framework to the review and adoption of the instructional materials.

    6. Executive Director’s Report
      Executive Director Stephanie Gregson reported on the following:
      • The SBE took action on the History–Social Science Instructional Materials Adoption and adopted the full IQC’s recommendations of history–social science instructional materials. On the CDE Website you can view the Adoption Report and the SBE’s action with all of the edits and corrections accepted.
      • The Health Education Curriculum Framework and Evaluation Criteria Committee (HE CFCC) fifth meeting will be held on November 29–30.
      • The Computer Science Standards Advisory Committee meeting was on November 21–22.
      • Science Instructional Materials Adoption Reviewers – the reviewers were approved by the SBE at their November meeting.
      • WestEd Report on California Standards Implementation – a workshop for the commissioners is being planned in March 2018.
      • Acknowledgement of Curriculum Frameworks & Instructional Resources Division (CFIRD) staff Nancy Plasencia for her service to California Department of Education (CDE) as she is retiring.

    1. Report from the State Board of Education
      SBE liaisons Ilene Straus and Patricia Rucker reported on the activities of the SBE. Both gave special thanks to the four outgoing commissioners.

    2. Approve Proposed 2019 Meeting Dates (Action)
      Commissioner Murphy-Corwin moved to approve the following 2019 IQC meeting dates:
      • January 24–25, 2019
      • March 28–29, 2019
      • May 16–17, 2019
      • September 19–20, 2019
      • November 14–15, 2019

        Commissioner Freiermuth seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (14–0). Commissioners Naditz, Assemblywoman Quirk-Silva, and Senator Portantino were absent from the meeting.

    3. Other Matters/Public Comment: None

  2. World Language Subject Matter Committee

    Subject Matter Committee (SMC) Vice Chair Galvan called the World Language SMC meeting to order.

    1. 2019 World Language Standards for California Public Schools
      Recommendation of Members of the World Language Standards Advisory Committee (WL SAC) (Information/Action)
      SMC Vice Chair Galvan led the discussion of the 51 applicants for the WL SAC. Curriculum Frameworks & Instructional Resources Division (CFIRD) staff recorded the Commissioners’ recommendations to ensure that at least one-half of the members were K–12 teachers who teach World Language and the remaining WL SAC members would meet the requirements in EC 60605.5. Twenty applicants were identified as meeting the requirements and providing a range of content expertise.

      ACTION: Commissioner Chao moved to recommend applicants 4, 6, 8, 9, 11, 12, 16, 19, 20, 27, 29, 30, 32, 34, 38, 40, 41, 42, 46, and 49 to serve on the WL SAC for the 2019 revision of the World Language Standards for California Public Schools and applicant numbers 6 and 20 to serve as co-chairs.to the full IQC. Commissioner Flores seconded the motion. There was no further discussion or public comment. The motion was approved by a unanimous vote of the members present (4–0). Commissioner Naditz was absent from the meeting.

  3. Visual and Performing Arts Subject Matter Committee

    SMC Chair Tonkovich called the Visual and Performing Arts SMC to order.

    1. 2019 Visual and Performing Arts Standards for California Public Schools
      Recommendation of Members of the Visual and Performing Arts Standards Advisory Committee (VAPA SAC) (Information/Action)
      SMC Chair Tonkovich led the discussion of the 108 applications for appointment to the VAPA SAC.

      ACTION: Commissioner Murphy-Corwin moved to recommend applicants 10, 13, 18, 22, 33, 35, 40, 43, 46, 51, 57, 59, 60, 68, 73, 77, 85, 87, 88, and 102 to serve on the VAPA SAC for the 2019 revision of the Visual and Performing Arts Standards for California Public Schools and applicant number 73 to serve as chair to the full IQC. Commissioner Woo seconded the motion. There was no further discussion or public comment. The motion was approved by a unanimous vote of the members present (4–0).

  4. Science Subject Matter Committee

    SMC Chair Foster called the Science SMC meeting to order.

    1. 2018 Science Instructional Materials Adoption
      Recommendation of Content Standards Maps and Evaluation Criteria Map (Information/Action)
      SMC Chair Foster presented the standards and evaluation criteria maps that will be used for the 2018 Science Instructional Materials Adoption. These maps are used by publishers and reviewers to determine the alignment of submitted instructional materials to the standards and evaluation criteria. The following individuals provided public comment:

      Ladie Malek, Co-Founder and President, Impact Science
      Bryan Elhers, CalRecycle
      SMC Chair Foster called for a motion to recommend the standards and evaluation criteria maps to the full Commission.

      ACTION: Commissioner Reese moved to recommend the standards and evaluation criteria maps to be used in the 2018 Science Adoption to the full Commission. Commissioner Woo seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the committee members present (7–0).

      Review of Training Materials (Information)
      The reviewer training for the 2018 Science Instructional Materials Adoption will be April 16–20, 2018, at the Doubletree Hotel in Sacramento. SMC Chair Foster discussed the training materials prepared by CDE staff.

      Recommendation of Members of the Visual and Performing Arts Standards Advisory Committee to the State Board of Education (Action)

      ACTION: VAPA Chair Tonkovich moved to recommend to the State Board of Education applicant numbers 10, 13, 18, 22, 33, 35, 40, 43, 46, 51, 57, 59, 60, 68, 73, 77, 85, 87, 88, and 102 to serve on the VAPA Standards Advisory Committee for the 2019 revision of the VAPA Standards for California Public Schools and applicant number 73 to serve as chair. Commissioner Murphy-Corwin seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (12–0–1). Commissioner Freiermuth abstained and Commissioners Iniguez, Naditz, Assemblywoman Quirk-Silva, and Senator Portantino were absent from the meeting.

      Science SMC
      2018 Science Instructional Materials Adoption, Recommendation of Content Standard Maps and Evaluation Criteria Map to the State Board of Education (Action)

      ACTION: Science SMC Chair Foster moved to recommend to the State Board of Education the Content Standards and Evaluation Criteria Maps for the 2018 Science Instructional Materials Adoption. Commissioner Freiermuth seconded the motion. There was no further discussion or public comment. The motion was approved by a unanimous vote of the members present (13–0). Commissioners Iniguez, Naditz, Assemblywoman Quirk-Silva, and Senator Portantino were absent from the meeting.

    2. Plan New Commissioner Orientation Meeting in January 2018 (Discussion)
      Commission Chair Diaz led a discussion as the Commission brain stormed ideas for the new Commission Orientation that will take place on January 11, 2018.

    3. Individual Commission Reports.
      This was the last meeting for Commissioners Foster, Freiermuth, Galvan, and Honig with their terms on the Commission ending December 31, 2017. Each shared some parting words and reflected on their time on the Commission.
