2026–27 Updates to Job Classification Codes and Course Section File Impacting Fall 2 Data Submission

The purpose of this Flash is to provide more detailed information of the upcoming changes to the Course Section Enrollment (CRSE) file and the Educational Service Job Classification code set (referred to in this Flash as “Job Classification”) reported on the Staff Assignment (SASS) file that were announced in the March Regional Update Meetings.

These changes will be incorporated into the CALPADS System Documentation, Versions 18 (v18.0), dated July 1, 2026, for Academic Year (AY) 2026−27, which includes updates to the CALPADS File Specifications, Code Sets, and Valid Code Combinations. Corresponding updates to the CALPADS User Manual and Error List will also be made, and the changes will be covered in upcoming training sessions for the AY 2026–27 Fall 2 submissions. The CDE has communicated these changes to Student Information System (SIS) vendors, and LEAs should consult with their vendors for dates of availability and guidance. The changes will be released in the production environment as part of the school year rollover scheduled for August 25, 2026.

Changes are being made to the Job Classification Code Set, and two new fields are being added to the CRSE file to accomplish the following:

Enable accurate reporting of Full-time Equivalency (FTE) teachers with instructional assignments to meet federal reporting requirements. Currently, the CDE cannot distinguish between the FTE amounts for teachers with instructional assignments and non-instructional assignments.
Facilitate the ability of the California Commission on Teacher Credentialing (CTC) to monitor teaching assignments and enable accurate reflection of monitoring outcomes on the Teacher Assignment Monitoring Outcomes (TAMO) report, which only includes information about teachers with teaching (instructional) assignments.
Enable reporting of Itinerant teaching assignments separately from Pull-Out/Push-In teaching assignments. Currently, these two types of teaching assignments are reported by LEAs as one type.

The CDE will also retire two Job Classification codes that are redundant. Information about these staff will be collapsed into existing Job Classification codes.

Summary of Changes to Job Classification Codes and Course Section File

Changes to Job Classification Codes

Table 1 below summarizes the changes that will be made to the Job Classification Code Set effective July 1, 2026 for records being submitted for the 2026−27 Academic Year (AY). Table 2 provides the definitions of the two new codes. These changes will be included in CALPADS System Documentation Version 18.0.

Changes to Course Section File: Two New Fields

To capture whether students in a course section are being taught by a teacher with an Itinerant Teaching Assignment or Pull-Out/Push-In Teaching Assignment, two new indicator fields will be added to the Course Section Enrollment (CRSE) file for the 2026−27 academic year (CALPADS File Specifications v18.0). The two new fields are summarized in Table 3 below, and their definitions are included in Table 4, along with examples.

The pull-out/push-in teachers in these data have a Statewide Educator Identifier (SEID) assigned by the California Commission on Teacher Credentialing (CTC) and their staff assignment and demographic data are reported through CALPADS.

Examples: Pull-out/push-in teachers often provide instruction to students with disabilities to address Individualized Education Program (IEP) goals, language instructional services to English Learners, or subject-based intervention, for example in reading and math, to students who need additional instruction.

Other Reporting Changes

LEAs are required to report teachers with instructional assignments (Job Classification code 13 – Teacher, Instructional Assignments), who are on leave. LEAs should continue to submit these teachers on the SASS record with a Non-Classroom Based or Support Assignment of 6018 – Employee on Leave. This data is required for assignment monitoring purposes.

LEAs should not submit employees on leave for all other classifications, which include the following Job Classifications: 10 – Administrators, 11 – Pupil Services, 14 – Teacher, Non-Instructional Assignments.

New or Modified CALPADS Validations

Table 5 below summarizes new validations and existing validations that are being substantively changed due to the addition of the two new fields to the CRSE file and changes to the Job Classification code set. Table 6 lists the existing validations that are being retired due to the proposed changes.

Reporting Data for Teacher with Itinerant or Pull-Out/Push-In Assignments

Teachers who have Itinerant or Pull-Out/Push-In assignments should be reported with:

A SASS record with a Job Classification code 13 – Teacher, Instructional Assignment; and
A CRSE record with the teacher’s SEID and the Itinerant Teaching Assignment and/or the Pull-Out/Push-In Assignment field(s) populated with a “Y” (yes).

Reporting Student Section Course Enrollment Records (Optional)

While not required, the CDE strongly encourages LEAs to submit Student Course Section Enrollment (SCSE) records for courses being taught by teachers with Itinerant or Pull-Out/Push-In assignments. To encourage submission of these records, in 2026−27, LEAs will receive data discrepancies (DDs) (that will not become certification data discrepancies [CDDs] in 2026−27) when no SCSE records are submitted for corresponding CRSE records taught by teachers with Itinerant and Pull-Out/Push-In assignments.

Many LEAs have already been submitting SCSE records for corresponding courses being taught by teachers with Itinerant and Pull-Out/Push-In assignments. The courses most often submitted on the SCSE records are what we would expect — courses supporting individual student intervention or courses often taught by itinerant teachers. The most commonly reported courses on the SCSE taught by teachers with Itinerant or Pull-Out/Push-In teaching assignments include:

9000: Visual Art
9101: Reading
9104: English Language Development
9230: Response to Intervention (RTI) Multi-tiered Systems of Support (MTSS)
9231: Special Education Support-Resource Specialist Program (RSP)
9290: Music General/Classroom/Exploratory (Departmentalized K-8)
9310: Physical Education (Departmentalized K-5)
9313: Adapted Physical Education

To report teachers with Pull-Out/Push-In teaching assignments, LEAs would submit:

SASS records with Job Classification code 13 – Teacher, Instructional Assignments, at each of the schools where the teacher is assigned;
CRSE records with the applicable State Course Code and the Pull-Out/Push-In Teaching Assignment Indicator populated with “Y” (yes); and
SCSE records with the applicable State Course Code that reflects the “course” for which the Pull-Out/Push-In teacher is providing instruction. This course may be different from the course the student is being pulled from, or which the teacher is pushing into.

For example, the CRSE record reporting an English Language Development (ELD) teacher who is pulling a student out of a mainstream English Language Arts course to provide ELD services, would include State Course Code 9104 – English Language Development, and not the State Course Code for the course the student is pulled from. The student would show up as enrolled in both courses.

To report teachers with Itinerant teaching assignments, LEAs would submit:

SASS records with Job Classification code 13 – Teacher, Instructional Assignments, at each of the schools where the teacher is assigned; and
CRSE records with the applicable State Course Code and the Itinerant Teacher Assignment Indicator populated with “Y” (yes); and
SCSE records with the students enrolled in the applicable course.

Note that an individual can have multiple staff assignment roles within and between schools at an LEA, and LEAs submit a SASS record with the corresponding FTE for each role at the various schools of assignments. As described above, an Itinerant Teaching Assignment (course) requires the teacher to have one or more teaching assignments at more than one school. Itinerant teaching assignments are not when a teacher has rotating or roving teaching assignments within a single school.

Fall 2 Reports

Fall 2 Reports 4.1–4.5 will be updated, as appropriate, to reflect the changes to Job Classification codes and Course Section reporting described in this Flash. Information about report updates will be provided in Fall 2 training materials and the applicable Reporting Mapping Guides in the CALPADS User Manual.
