Special Education: Mental Health Services (State)


Funding Description

Funds are apportioned to special education local plan areas (SELPAs) based on average daily attendance (ADA). They are used to support all mental health-related services to students with or without an individualized education program pursuant to the federal Individuals with Disabilities Education Act and as described in the California Education Code sections 56363 and 56836.07.

Allocation Formula Funds for each SELPA are based on ADA reported for the 2019-20 Second Principal Apportionment multiplied by a rate per ADA. An adjustment is made to the rate per ADA, consistent with existing law, for the Los Angeles Juvenile Court and Community School SELPA.

Other Principal Apportionment amounts are calculated three times for each fiscal year. The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
