The California Department of Education (CDE) requires the minimum following information to be included: Consortium Member(s), Eligible average daily attendance (ADA), ADA to be used towards consortium, individual LEA Match contribution and percentage of the proposed CTEIG allocation for each member.

Consortium’s will need to submit an MOU for each round of CTEIG funding.

CTEIG Fiscal Year (FY) 2025–27 Round 11 Consortium MOU

The following is a Memorandum of Understanding (MOU) between the (Lead Consortium Member) (hereinafter referred to as " " Lead), and (Identify all Consortium Members), have agreed to form a consortium for the purpose of funding Career Technical Education (CTE) programs with the CTE Incentive Grant 2025–27.

(Identify who the lead consortium member will be) has agreed to be the Lead Agency of the Consortium for the CTE Incentive Grant 2025–27.

(List all consortium members OR have individual MOUs with Lead and 1 consortium member), all (a) partner(s) in (Lead Consortium Name) CTEIG Consortium agree to fully comply with all program eligibility requirements as set forth in the CTEIG 2025–26 Request for Applications (RFA). (Identify who the lead consortium member), is responsible for acquiring, managing, and reporting all uses of grant funds in compliance with the CTEIG program.

Term

The effective date of this MOU is July 1. 2025 and it terminates June 30, 2027.

CTE Program Requirements

Pursuant to California Education Code (EC) Section 53071(c), all recipients of the CTEIG funds are required to encourage, maintain, and strengthen high-quality CTE programs meeting all of the minimum eligibility standards.

Funding

If the consortium is awarded funding through the 2025–26 CTE Incentive Grant (Round 11), the distribution of funds will be based proportionally on the following 2024–25 Reported Grades 7–12 P2 ADA as listed below as indicated in the CTEIG Program Grant Management System (PGMS):

Upon adjustment to the Grant amount made by CDE, the allocation of funds shall be adjusted pro rata according to (whatever format the LEA requires).

Matching Funds Requirement

For any funding received from this program, the CTEIG grant requires a proportional match as follows:

For any funding received from this program, EC Section 53071 (a), (1), (D), (i) requires a local match from FY 2025–26 of two dollars ($2) for every one dollar ($1). The LEA agrees to pledge matching funds for this application based on match encumbered in FY 2025–2026. Matching fund expenditures must have the accounting goal codes 3800 or 6000. Matching funds will be verified each year and must support the CTE programs. Lead Member will consolidate all LEA pledges and use them for CTEIG to meet the consortium’s goals.

Per EC Section 53071(a)(5), an applicant's matching funds shall be used to support the program or programs for which the applicant was awarded a grant.

Failure to meet the matching funds requirement of the CTEIG EC Section 53071, will result in the applicant being invoiced a portion of or the entire amount of grant funds awarded.

Reporting Requirements and Deliverables

  1. Consortium partners will be required to complete both a narrative progress report and a fiscal progress report which addresses their high-quality CTE plan for which they were awarded funds. These first reports will be due to the CDE by January 31, 2027. Partners will submit their reports to Lead Member at least two weeks prior to this deadline.
  2. Per EC Section 53073, the CDE is required, in collaboration with the SBE, to use specified metrics to determine the eligibility of a grant applicant. The FY 2025–26 CTE Completer Data will be collected beginning January 2027 and will be submitted during March 2027. Grantees are annually required to generate and submit the data points.
  3. An end of year narrative report, which addresses the success of the high-quality CTE plan for which CTEIG funds were awarded. Each partner must provide evidence of plan completion or detailed explanations for not meeting any of the planned activities or expenditures.
  4. An end of year fiscal expenditure claims report including matching funds and their sources.
    • All LEAs will submit a fiscal report by object code showing CTElG expenditures, matching funds, and the source of the match
    • All CTEIG expenditures and those of matching funds must be coded with the goal code of 3800 (CTE) or 6000 (ROC/P). LEAs using bond funds as a match must provide information related to those expenditures for CTE construction projects.
    • Charter schools will be provided with specific information on reporting the match as they are not required to use the Standard Accounting Code Structure (SACS).

The CTEIG award funding may be renewed annually. In order to be eligible for renewal, the applicant must complete all of the deliverables for the previous year and submit an intent to renew application. The intent to renew the application will include the following:

  1. Statement on how much an LEA can match for the new grant term
  2. Progress report on the minimum eligibility requirements
  3. An updated budget including the three-year post grant sustainability budget.

Program and Administrative Requirements

The CTE Incentive Grant requires that the Lead Agency assume the responsibility of the participating members of the consortium to comply with the requirements of the grant, as articulated in the CTEIG 2025–26 RFA, including, but not limited to, the match funding requirement for the duration of the grant term and all CDE General Assurances and Certifications.

The signed CTEIG application is a commitment to comply with the assurances, certifications and terms and conditions associated with the grant. In addition to the CTEIG Grant Assurances and Conditions, applicants should download all of the general assurances and certifications from the CDE web site. The documents must be reviewed and kept on file by the LEA.

Compliance with Law

The LEA shall be subject to and shall comply with all Federal, State and local laws and regulations applicable with respect to its performance under this MOU, including but not limited to licensing, employment and purchasing practices, and wages, hours and conditions of employment, including nondiscrimination.
