Glossary of Terms

Single Applicant: A single local educational agency (LEA) not applying as part of a consortium.

Consortium Applicant: A lead LEA or Regional Occupational Centers/Program (ROC/P) applying on behalf of Consortium members that will serve as the fiscal lead for the application.

Local Control Accountability Plan (LCAP): The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for LEA (LEAs: County Office of Education, school districts and charter schools) to share their stories of how, what, and why programs and services are selected to meet their local needs.

Work-Based Learning (WBL): An instructional methodology that leverages real-world work activities to enhance student learning and provides students with knowledge and skills, connecting school experiences to future career opportunities.

Internship: Professional learning experience offering practical work related to a student's field of study or career interest, providing career exploration and skill development opportunities.

Career Technical Student Organizations (CTSO): A student-led extracurricular group within Career Technical Education (CTE) pathways, offering opportunities to enhance knowledge, technical, and leadership skills through activities, events, and competitions. The six recognized CTSOs in California are:

  • DECA – Distributive Education Clubs of America: DECA prepares emerging leaders and entrepreneurs for careers in marketing, finance, hospitality and management in high schools and colleges around the globe.
  • HOSA – Future Health Professionals: HOSA's mission is to empower members to become leaders in the global health community through education, collaboration, and experience.
  • FBLA – Future Business Leaders of America: FBLA inspires and prepares students to become community-minded business leaders in a global society through relevant career preparation and leadership experiences.
  • FCCLA – Family Career and Community Leaders of America: To promote personal growth and leadership development through Family and Consumer Sciences education. Focusing on the multiple roles of family members, wage earners, and community leaders, members develop skills for life through character development, creative and critical thinking, interpersonal communication, practical knowledge, and career preparation.
  • FFA – Future Farmers of America: FFA makes a positive difference in the lives of students by developing their potential for premier leadership, personal growth and career success through agricultural education.
  • SkillsUSA – SkillsUSA is America's proud champion of the skilled trades. Our mission is to empower students to become skilled professionals, career-ready leaders and responsible community members.

Strong Workforce Program (SWP): A California state economic development initiative, created in 2016, that focuses on strengthening and expanding CTE and workforce training at California community collegesand, since 2018, also supports kindergarten through grade twelve (K–12) LEAs through the K–12 SWP.

The K–12 Component of the Strong Workforce Program (K–12 SWP): A state-funded initiative that supports K–12 LEAs in creating, improving, and expanding CTE courses, aligning with regional workforce needs and preparing students for livable-wage employment.

Encumbered Match dollars: Encumbrances are obligations of all or part of an appropriation. Outstanding encumbrances are the recognition of commitments related to unfulfilled purchase orders or outstanding contracts which will subsequently be recognized as expenditures once goods and services are received. Encumbrances reserve a portion of an appropriation representing an obligation that has not been paid, or commitments related to unperformed contracts for goods and services.

Expenditure: The money spent by LEA or ROC/P for goods, services, or assets.

Memorandum of Understanding (MOU): A document affirming a non-binding agreement which outlines the intended terms and objectives of a collaboration or understanding between two or more parties.

Grant Award Notification (GAN): A notice sent by the California Department of Education (CDE) to inform applicants of their CTEIG award amount. The GAN is essentially a contract between CDE and the grantee.
