Quality Counts California Equitable Learning Opportunities


Funding Description

The Quality Counts California (QCC) Equitable Learning Opportunities (ELO) grants are awarded to QCC Quality Rating and Improvement System(QRIS) Block Grantees for the purpose of supporting equitable learning opportunities with early multi-language and multi-literacy development, required Child Care Development Fund health and safety and child development training for Family Friend and Neighbor and Family Child Care Home providers, as well as improving adult-child interactions in early learning and care sites.

Allocation Formula Allocations are based on a formula that includes an operational base as well as the following: (1) July 2018 California Department of Social Services Community Care Licensing data, (2) number of subsidized family, friend, and neighbor caregivers, and (3) number of children 0-5 eligible for subsidized care with 2 percent for the Tribes within California.
