The purpose of the Improving Systems of Academic and Behavioral Supports (ISABS) is to enable one county office of education (COE), or two COEs applying jointly, to develop and disseminate statewide resources and technical assistance that encourage local education agencies to establish and align schoolwide, data-driven systems of academic and behavioral supports to meet the needs of California's diverse learners.

The California Department of Education is accepting applications from California County Offices of Education for a new project titled Developing, Aligning, and Improving Systems of Academic and Behavioral Supports for statewide development and scaling up of a Multi-Tiered System of Supports framework in the form of a one­time grant available for the 2015–16 fiscal year through the 2017–18 fiscal year. Applicants do not need to sign and return them with the application; they must be downloaded and kept on file for compliance reviews, complaint investigations, or audits. Applicants that participate in the Consolidated Application - ConApp - should have a copy on file and do not need another copy. Program-specific assurances are not included here and should be listed separately on the RFA.
