2025 KIT Grant and R&R Grant Instructions

Instructions for completing the 2025 Kitchen Infrastructure and Training (KIT) Grant and the Retention and Recruitment (R&R) Grant Application.

School food authorities (SFA) can submit the 2025 Kitchen Infrastructure and Training (KIT) Grant and the Retention and Recruitment (R&R) Grant application found online on the California Department of Education (CDE) 2025 KIT Grant Request for Applications (RFA) web page. Complete the application and have the appropriate agency official electronically sign and submit it. The CDE must receive your SFA’s online submission no later than 4 p.m. on January 30, 2026. No late or mailed applications will be accepted.

This is a competitive grant opportunity. All grant expenditures must be for the sole use of the SFA’s food service department and be encumbered by June 30, 2028.

Steps to apply for the 2025 KIT and R&R Grants:

  1. Carefully review the Application Scoring Criteria on the CDE 2025 KIT and R&R Grant web page.
  2. Read the Instructions for Completing the 2025 KIT and R&R Grant Application (this document).
  3. Complete and submit the online grant application no later than 4 p.m. on January 30, 2026.

Note: Save Responses allows you to save your place in the grant application and return to it at any time. When you select Save Responses, you will be provided a unique URL (web address) for entrance back into the grant application. This URL is the only way to access the saved grant application, so make sure you bookmark the page.

After saving your responses, use the unique URL to return to your grant application. Then select Next to continue to the next screen.

Application Field Explanation

Provide one or both of the following identification numbers to submit this grant application:

  • Child Nutrition Information and Payment System (CNIPS) Identification Number

  • Vendor Number

Check the box indicating which identification number(s) your SFA intends to provide.

Please provide your SFA's identification number. Enter the CNIPS ID number or vendor number associated with your agreement with the CDE to participate in the Child Nutrition Programs (CNP).
County

Select the county in which your SFA conducts business.

Select your agency's name as it appears in the CNIPS from the drop-down list.

Select your SFA’s name from the drop down list as it appears in the CNIPS. If your SFA’s name is not listed, select other.

If you selected other to the previous question, please type in your SFA’s name in the box.

Carefully type your SFA’s name as it appears in the CNIPS.

Name of Food Service Director (FSD)

Enter the name of the FSD. If you do not have an FSD, provide the name of the employee who will be the contact person for this grant.

Email address of FSD

Enter the email address of the FSD or appropriate staff.

Phone number of FSD Enter the phone number of the FSD or appropriate staff, including extension.

Name of superintendent/director/administrator (SDA)

Enter the name of your organization’s SDA.

Email address of SDA

Enter the email address of your organization’s SDA.

Phone number of SDA

Enter the phone number of your organization’s SDA, including extension.

2025 KIT Grant Application

Application Field Explanation

Is your SFA interested in applying for the 2025 Kitchen Infrastructure and Training Grant?

Select Yes or No.

Selecting Yes will direct you to the 2025 KIT Grant application.

Selecting No will direct you to the R&R Grant application.

Did your SFA receive 2022 KIT funding?

Select Yes or No. Please verify if your SFA received 2022 KIT funding on the CDE Funding Results web page.

Selecting Yes will direct you to questions pertaining to the 2022 KIT funding.

Selecting No will bypass any 2022 KIT questions.

Has your SFA obligated at least 50 percent of its 2022 KIT funds?

Select Yes or No. If you are unsure please verify with your SFA’s accounting department.

Selecting Yes will bypass additional 2022 KIT questions.

Selecting No will direct you to one additional 2022 KIT question.

Is your SFA currently engaged in a large remodel or infrastructure project?

Select Yes or No.

Only report remodel or infrastructure projects funded by KIT 2022 funds.

Does your SFA currently have sites approved to operate the Community Eligibility Provision (CEP) or Provision 2 (P2)?

Select Yes or No.

Selecting Yes will direct you to additional questions pertaining to operating a provision.

Selecting No will bypass any additional provision questions.

How many sites are currently operating the National School Lunch Program (NSLP) and School Breakfast Program (SBP) under your SFA and being claimed in the CNIPS?

Enter the number of sites that were approved to operate for the 2025–26 School Year (SY) in the CNIPS. If you are unsure, please review the number of approved site applications in the CNIPS to verify how many sites are currently approved.

How many sites does your SFA currently have approved to operate the CEP or P2?

Enter the number of sites that were approved to operate either the CEP or P2 for the 2025–26 SY in the CNIPS. If you are unsure, please verify by referencing your CEP Schedule in the CNIPS or reviewing your P2 Policy Statement Addendum.
Please choose a condition that describes your SFA’s nonprofit school food service account (cafeteria fund) balance as of June 30, 2025.

Check the box that best aligns with the state of your SFA’s cafeteria fund balance as of June 30, 2025.  

Will your SFA be transitioning from using a food vendor or Food Service Management Company (FSMC) to self-prep/self-operating at any of its approved NSLP/SBP sites?

Select Yes or No.

Selecting Yes will direct you to an additional question pertaining to the transition away from an FSMC. 

Selecting No will bypass any additional questions pertaining to operating under an FSMC.

Please use the box provided to describe, in detail, the plans to complete this transition.

If Yes was selected, you will need to provide a narrative detailing how your SFA intends to transition away from using an FSMC or vendor.

Plan may include an estimated timeline or target date for completion, details on facility or equipment upgrades, and strategies to increase staffing.

Please indicate which strategies below your SFA intends to implement using 2025 KIT Grant funding.

Identify how your SFA intends to spend the 2025 KIT Grant funding; check as many as your SFA plans to use.

2025 KIT Grant Proposed Expenditures

Application Field Explanation

Will your SFA be using grant funds to purchase equipment and infrastructure?

Select Yes or No.

Selecting Yes will direct you to four additional equipment related questions.

Selecting No will direct you to question on purchasing food ingredients.

Will your SFA be purchasing cooking equipment and supporting infrastructure system needs including, but not limited to, combination ovens, steamers, tilting skillets, or electrical support and facility upgrade requirements?

Select Yes or No.

Will your SFA be purchasing service equipment including, but not limited to, service lines, point-of-sale systems, or mobile carts?

Select Yes or No.

Will your SFA be purchasing refrigeration and storage including, but not limited to, walk-in refrigerators, freezers, or blast chillers?

Select Yes or No.

Will your SFA be purchasing items to be used in the transportation of ingredients, meals, and equipment between sites, including, but not limited to, vehicles and equipment to prevent spoilage of food in transit?

Select Yes or No.

Will your SFA be purchasing food ingredients, including California-grown produce, minimally processed foods, and/or food with little to no ultra-processed ingredients?

Select Yes or No.

Will your SFA be using grant funding on staff-related expenditures?

Select Yes or No.
Select the possible categories of staff-related expenditures for which your agency may use these funds.

Select at least one of the staff-related expenditures which your SFA will implement. SFAs may select more than one possible expenditure, but at least one selection is required.

If none of the above is selected, a box will populate allowing additional expenditures to be listed.

Is your SFA interested in applying for the R&R Grant?

Select Yes or No.

Selecting Yes will direct you to the R&R Grant application.

Recruitment and Retention Grant Application

Application Field Explanation

Does your SFA have a plan in place to seek input on how the grant funding will be used by the appropriate Union/Bargaining Unit, Human Resources, food service administrators, governing board or body members, staff, and applicable parent groups?

Select Yes or No.

How many positions does your SFA intend to spend the R&R Grant funding on?

Select the number of positions from the drop-down menu for which your SFA intends to utilize the R&R funding. Funds must be used for either two or three designated positions.

What types of positions, new or existing, does your SFA intend to use the grant funding for?

Check all positions your SFA intends to use grant funding to support.

If other is selected, SFAs will be asked to provide clarification on what types of positions they intend to utilize the funding for.

Does your SFA intend to use the R&R Grant funding for professional development opportunities?

Select Yes or No.

Please identify in which areas the R&R Grant will help improve meal service and increase capacity for food service staff.

Check as many ways in which your SFA plans to use R&R Grant funding to improve meal service and increase capacity of food service staff.

Which types of incentives will your SFA use to recruit and retain qualified food service staff?

Check all areas in which your SFA intends to use the R&R funding to recruit and retain staff.

If other is selected, SFAs will be asked to provide clarification on what types of incentives will be used.

SFAs must complete the following attestation to be eligible for R&R Grant funding. Incomplete attestation forms will not be eligible for funding.

SFAs must check all boxes on the attestation to proceed.
Certification/Signature

Enter the Superintendent’s (or highest ranking district or agency official’s) name to certify that all the information contained within all sections of the application is correct and that your SFA will observe all applicable state and federal procurement laws and regulations. The official certifying the information should be listed as a contact in the sponsor application in CNIPS.

Good Standing

If an agency is currently participating in any of the federal CNPs, they must be in good standing in the operation of those programs administered by the CDE and in compliance with all related regulations during the application process and any time during the course of the grant period. The criteria that the CDE considers in determining an agency’s good standing status can be located on the CDE's Good Standing Status for School Nutrition Program Grants web page.

Grant Application Submission

The CDE will only accept online applications. All applications are due by 4 p.m. on January 30, 2026.
