The Expanded Learning Division of the California Department of Education has clarified and expanded the guidance in response to inquiries received from the field. The following guidance was designed to help After School Education and Safety (ASES), 21st Century Community Learning Centers (CCLC), and After School Safety and Enrichment for Teens (ASSETs) programs throughout California understand how they can successfully implement high-quality expanded learning programs.

Attendance Recovery

Can After School Education and Safety (ASES) Program funding and/or 21st Century Community Learning Center (CCLC) Program funding be utilized for Attendance Recovery Programs (California Education Code[EC] sections 46210-46211)?

No. Unlike Expanded Learning Opportunity Program (ELO-P) funds that are expressly permitted by statute to be used for Attendance Recovery pursuant to EC 46210, no such authority exists for either ASES or 21stCentury grant funds to be used for this purpose. Attendance Recovery programs can exist alongside an ASES or 21st Century program, but they would need to be funded separately.
