21st Century Community Learning Centers (CCLC) – Request for Applications (RFA) Update

  • RFA still going through legal review
  • Legal review on education code changes

After School Education and Safety (ASES) Grant Updates

  • ASES Universal RFA 2026–27 there were a total of 100 applications for 584 school sites and $92,376,994.98 requested for funding.
  • Final Intent to Award numbers: $18,889,271.23 awarded out
  • Amount of new school sites: 90
  • Amount of school sites with increased award amounts: 156

Reductions

  • The total amount of reductions calculated for ASES, 21st CCLC elementary/middle school, and ASSETs funded sites totaled: $27,135,629.29.
  • ASES Reduction: $11,411,042.80
  • 21st CCLC elementary/middle school Reduction: $8,750,198.38
  • ASSETs Reduction: $6,974,388.11
  • New: Reduction spreadsheet sent to members broken down by region.

Expanded Learning Opportunities Program (ELO-P) Updates

  • The Expenditure Report portal opened July 1 and continues through September 30th. Submissions or corrections after September 30th will not be accepted.
  • The Third-Party Off-Site Provider report timeline aligns with the Expenditure Report, which is also due September 30th.
  • The Second Reminder Letter will be sent to Superintendents and Chief Business Officers August 19 and 20. This will be the third communication to Local Educational Agencies (LEAs) regarding the two reports.
  • An Expanded Learning Opportunities Program Timeline has been added to the webpage. This resource provides key reporting deadlines for ELO-P.

System of Support for Expanded Learning (SSEL)

The SSEL is in the process of analysis and implementation of critical support for LEAs/Agencies/Sites, based upon the following:

Attendance Data

  • Agencies and sites identified as not currently meeting attendance target requirements for ASES and 21st CCLC or are not making progress towards meeting attendance requirements (calendar year reductions and mid-year data analysis).

New Agencies and Sites

  • Outreach within 45 days to new grantees.

Federal Program Monitoring & Audits

  • Grantees and LEAs with outstanding Federal Program Monitoring and Audit findings, based on recommendation of the California Department of Education.

ELO-P LEAs

  • LEAs that the regional/county teams have had limited/no contact with
  • LEAs that do not have board-approved ELO-P Plans posted
  • Local information- such as knowledge of LEA not operating ELO-P requirements, contact from concerned stakeholders, supporting LEAs that receive the minimum apportionment amount, ELO-P expenditures
  • LEAs new to expanded learning (no prior experience with ASES/21st CCLC, ELO-P only)
  • Missing ELO-P Reports
  • Transition from Tier 2 to Tier 1 status
  • New LEAs/Charters

Next steps for the SSEL

  • Sharing information on the latest budget/legislative changes-ASES/21st CCLC changes to the RFA.
  • Coordination with the state transformation assistance center activities for community schools.
